issued. Such arrangements would also include inviting federal officials to visit the City and meet
with elected officials and civic leaders.
Create Profile-Raising Opportunities. Holland&Knight will help raise the City's profile at the
national level and highlight its initiatives. Using our strong relationships with the U.S.Conference
of Mayors, the National League of Cities,Center for American Progress,New Deal Leaders,
Brookings and other policy forums,Holland&Knight will create opportunities to showcase the
City's innovative initiatives at the federal level.
Ongoing Communications. To ensure that we function as a seamless part of the City's team,
Holland&Knight will hold weekly coordination calls with key staff. As needed,we can also
convene additional topic-specific(e.g.transportation,public safety)calls with key departmental
staff. We will provide monthly legislative/activity reports so that ongoing communication, •
information flow, and accountability are maintained. We strongly believe that in-person meetings
are also critical and are committed to visiting Everett regularly to ensure that we have frequent
contact with mayoral and City departmental staff,as well as other key elected officials.
B. Describe your network of contacts pertinent to this work.
Holland&Knight has organized a strong bipartisan team for you with deep ties among federal
decision-makers in Congress to help Everett advocate for its federal priorities. The team has strong
working relationships with the White House, the Administration, and Congress. We also have
excellent ties to senior leadership at the Department of Transportation, the Department of Housing
and Urban Development,Department of Justice,Department of Defense, and the Environmental
Protection Agency.
Our ties to the Administration are bolstered by Scott Mason,a senior policy advisor who was a key
member of the Donald Trump Presidential campaign-and now a part of the proposed Everett
team. Before joining the firm,Mr.Mason was the director of congressional relations for Donald J.
Trump for President Inc. In fact,Mr.Mason was one of the original members of Trump's
Washington campaign team, joining the effort in March 2016. Mr.Mason continues to have ties
with senior level officials in the White House-from President Trump to his senior leadership team.
We also have a strong relationship with Transportation Secretary Elaine Chao and her staff from
her years as labor secretary during the George W.Bush Administration.
In addition, our team has longstanding, close relationships with the key House and Senate
committee chairs and ranking members, and House and Senate.leadership. These relationships are
critical for securing champions for the City to advance its federal priorities,to help showcase the
City's work at the national level, and secure opportunities for the mayor,City Council, and City
officials to testify before Congress.
As a former chief of staff for two Democratic members of Congress,Ms.Pollner has worked closely
with likely Speaker Nancy Pelosi(D-CA) and likely Majority Leader Steny Hoyer(D-MD). She
continues to maintain relationships with their offices as well as with key leaders throughout the
Democratic caucus,including with New Democrats,Congressional Hispanic Caucus,Congressional
Black Caucus,Asian Pacific Islander Caucus, and the Future Forum.
Serving as chief of staff for the House Republican Conference, team member Kathryn Lehman has
worked closely with Reps.Cathy McMorris Rodgers and Jaime Herrera Beutler on a wide range of
Holland 8c Knight Confidential Presentation for the City of Everett I 13
