2.Provide periodic reports to the City Council on the City's federal priorities and the state of <br /> federal affairs. <br /> As a matter of practice,Holland&Knight provides the following regular written communications to <br /> our clients: <br /> » Monthly reports with the status of legislative,regulatory,and public affairs initiatives we are <br /> addressing for the City. <br /> » Weekly"Eyes on Washington"updates,which offer our clients the latest information on key <br /> developments in Congress and the executive branch. <br /> » Weekly grant notifications that provide our clients with information regarding recently <br /> announced federal grant opportunities. <br /> In addition,we regularly provide updates to our local government clients through video or tele- <br /> conference. For example,for the Seattle City Council,we provide a written update and participate <br /> in Council meetings quarterly via video conference. <br /> For the City of Santa Ana, CA,we call into their City Council Legislative Committee to provide a <br /> federal update on a bi-monthly basis. We can tailor this as needed to meet the needs of the mayor <br /> and the Everett City Council. <br /> We also schedule weekly calls with our clients to provide updates. In many cases,we communicate <br /> more frequently through emails or more formal communications. This approach allows us to <br /> understand your evolving needs and priorities,making us more effective in representing you. <br /> 3.Help develop and execute strategies that protect or enhance the mission(s) of Naval <br /> Station Everett. <br /> As Everett knows,federal facilities-including military installations such as Naval Station Everett- <br /> play an important economic role in local communities. For this reason,competition between <br /> communities that host Department of Defense(DOD)installations can be fierce. <br /> Holland&Knight has experience working with local communities in order to evaluate the mission <br /> of Department of Defense facilities and to cultivate a network of local,state,and national <br /> stakeholders in order to enhance the mission of facilities such as Naval Station Everett. This <br /> network can be invaluable in working with decision-makers in Washington,D.C.including at the <br /> White House,the Office of Management and Budget(OMB),the Pentagon,and Congress. <br /> Specifically,Holland&Knight can assist with the City in building key relationships with the Office of <br /> the Secretary of Defense,Department of the Navy,the House and Senate Armed Services <br /> Committees,and the Defense Subcommittee of the House and Senate Appropriations Committee. <br /> Working with these contacts,Holland&Knight can assist the City in making the case to protect <br /> enhance the Defense Department presence at Naval Station Everett and be prepared for an <br /> expected new round of Base Realignment and Closure(BRAC). Holland&Knight also regularly <br /> works with and can also make recommendations on hiring DOD or BRAC specific consultants. <br /> One tool that has been helpful to other DOD communities is the formation of a public-private task <br /> force to advocate on behalf of DOD facilities. This task force can include local elected officials,local <br /> business leaders,and defense contractors.
