Key elements of this <br /> plan would include: <br /> » Outlining your projects and policy issues that may require a federal legislative,agency, <br /> programmatic,appropriations/budget,or regulatory solution or approach. <br /> » Determining the legislative,political,and budgetary dynamics-the pressure points-that may <br /> affect these proposed projects/issues and what the challenges and opportunities maybe to a <br /> successful outcome. <br /> » Organizing a comprehensive federal advocacy plan and strategy,together with a checklist of <br /> action steps and timetable for each priority. <br /> Once completed,this plan will be the blueprint for pursuing each priority issue. It will have clear <br /> assignments of both long-and short-term strategy options,tasks/subtasks,and deliverables that, <br /> together with performance criteria,will hold Holland&Knight accountable toward achieving each <br /> project or issue objective. <br /> 7.Provide policy advice and help schedule meetings with other national mayors and leaders; <br /> and work with the U.S.Conference of Mayors on the Mayor's participation on task forces, <br /> signing onto letters,and other mechanisms to enhance the City's role on national issues. <br /> Holland&Knight regularly works with the U.S.Conference of Mayors. Over the years,we have used <br /> this strong relationship to elevate our clients'profiles and highlight their expertise at the national <br /> level. <br /> For example,we secured a position for Seattle Mayor Jenny Durkan as vice chair of the conference's <br /> Technology&Innovation Taskforce-a taskforce that the Holland&Knight team helped create. <br /> Mayor Durkan has used the taskforce as a platform to advocate against the Federal <br /> Communications Commission's recent actions to significantly limit local government authority over <br /> small cell deployment. <br /> Through her leadership,Mayor Durkan has mobilized both Democratic and Republican mayors <br /> across the country to oppose the order,support litigation,and to develop strategies for the next <br /> Congress to overturn it.She has also used this taskforce as a platform to showcase the City's work <br /> on digital equity. <br /> While the U.S.Conference of Mayors is important,Holland&Knight has also created the Urban <br /> Mayors Representative Group. It is led by Senior Policy Advisor Eve O'Toole,a member of the firm's <br /> proposed Everett team. The group is comprised of federal mayors'representatives working to <br /> share information and advocate on issues important to cities. The Urban Mayors Representative <br /> Group has achieved significant success on coalition building efforts and helping to raise mayors' <br /> national profiles. <br /> Because of our extensive relationships with other mayors and their staff,we are easily able to set <br /> up meetings with other mayors to help Mayor Franklin expand her national network.
