level, and local successes that we could highlight on the issue. The goal would be to develop the
"Everett story"around the particular issue.
» Provide the City with a current assessment of the budgetary climate and political dynamics in
Washington,D.C.that will govern decisions for the Trump Administration and Congress around
this particular issue. We would want to identify upcoming opportunities to highlight the issue
before Congress and the Administration. We would also want to identify potential champions
and/or opponents at the federal level in Congress, the Administration, and with key stakeholder
groups (e.g.think tanks,business groups,labor).
Using this analysis,Holland&Knight would develop timelines and performance metrics to
assess progress on the issue.
» Create messaging materials and briefing materials to explain the City's initiative. The firm
would work closely with City staff to determine the effect of the initiative on Everett—and
perhaps nationally. These materials are"living"documents that will be constantly refined
based on new information/feedback we receive as the initiative unfolds.
Holland&Knight also would work with the City's communications team to develop a media
strategy to complement our advocacy work and to ensure that messaging materials reinforce
the City's overall message. We would also identify opportunities to highlight the work through
the local,national,and social media.
» Meet with potential supporters from the Washington congressional delegation,Administration,
and key congressional committees as well as with key stakeholder groups.
» Develop forums for the mayor to highlight the City's work at the national level by partnering
with high-level organizations that support the initiative and that can help attract media
attention.
» Build outside support for the initiative through working with mayors from other cities and key
stakeholder groups. Holland&Knight would develop tangible records of support through
letters to Congress from key urban stakeholder groups,other mayors,and/or other elected;
resolutions of support from the National League of Cities and/or U.S.Conference of Mayors; and
supportive blog posts from outside organizations.
» Maintain constant contact with the City on strategic execution, making adjustments to strategy
as federal,political,and legislative factors evolve.
6.Develop and recommend strategies to advance the City's federal fiscal, regulatory and
legislative priorities.
Holland&Knight is different from other lobbying firms as we provide comprehensive advocacy
services from start to finish: We identify a problem facing our client, craft a creative solution, and
create an advocacy strategy. Then we execute that strategy through intensive lobbying and using
key relationships to produce a successful outcome.
That's why,as we do with all of our clients,we would begin our relationship by having an intensive
strategic planning session with you to discuss Everett's short-and long-term goals and other
sources.
Holland&Knight Confidential Presentation for the City of Everett I 21
