10. Any broken or damaged sidewalk/public right-of-way shall be repaired/replaced in accordance with <br /> current City of Everett Standards and per the City Public Works Inspector. <br /> 11. All roadways must meet City of Everett Standards. <br /> 12. All sidewalks and driveways must be ADA compliant <br /> 13. All traffic control markings and devices on driveways within 50'of the right-of-way shall be MUTCD <br /> compliant. <br /> 14. A stop sign must be added to each access point. <br /> 15. Site access driveways shall comply with City of Everett standards. Driveway widths in excess of 35' <br /> shall require engineering analysis for justification to support a wider driveway. <br /> 16. Parking layout must be consistent with current City of Everett Standards, including but not limited to <br /> parking aisle widths and parking stall dimensions. <br /> 17. Fire hydrants must be a minimum of 50'from any building and a maximum of 200'. <br /> • <br /> 18. Due to the presence of high erosion and landslide hazard areas immediately to the east,and to the <br /> presence of sensitive City of Everett utility infrastructure along the base of the adjacent steep slopes, <br /> exfiltration from the proposed stormwater control pond shall be strictly prohibited during all phases of <br /> development. Sufficient detail and analysis to ensure this requirement will be met must be provided <br /> to and approved by the City prior to the issuance of any permits for work on this site. <br /> 19. The City will require that the full construction plans and specifications for the proposed flow control <br /> facilities on the site be reviewed and approved by the project's geotechnical engineer prior to <br /> issuance of any permits for this project. Per EMC 19.37.070,the City reserves the right to hire,at the <br /> applicant's expense,an independent geotechnical engineer of the City's choosing to review the <br /> construction submittals for the project's proposed flow control facilities. At the geotechnical <br /> engineer's recommendation—either the project applicant's engineer or the City's geotechnical <br /> engineer—the representative of the geotechnical firm shall be present to witness/verify all sensitive <br /> aspects of the construction of the drainage facilities on this site and to ensure the facilities are <br /> constructed in strict concurrence with the approved design. <br /> 20. A detailed construction phasing plan shall be submitted to and approved by the City prior to the <br /> issuance of any permits for work on this site. <br /> • <br /> 21. Seasonal limitations for construction activities on this site shall be rigorously adhered to,particularly <br /> with respect to construction of the proposed stormwater control pond at the east end of the site. <br /> 22. Natural drainage patterns on the property must be maintained. In particular,the amount of area that <br /> currently drains into the tight-lined storm drainage system of the development to the north of this <br /> project shall not be increased over existing conditions. The project site contains a significant amount <br /> of developable area that currently drains to the south and the east—and not to the north. It appears <br /> that a second detention system and outfall to Powder Mill Creek will be required for this project. <br /> Discharge to the storm drainage/ditch system along the north side of Seaway Blvd would be an <br /> acceptable discharge location for this second detention facility, preferably at or downstream of the <br /> City outfall designated as POWMILL-005. <br /> 23. Pre-treatment of stormwater for sediment removal shall occur upstream of the proposed stormwater <br /> flow control pond at the east end of the development in order to minimize the future need to access <br /> fI( /6 <br />
