the bottom of the facility. The pre-treatment facility chosen shall have a General Use Level <br /> Designation from the Washington State Department of Ecology for pre-treatment. <br /> 24. In order to meet flow control requirements,the minimum allowable orifice size is 0.5 inches with a <br /> maximum storage depth of three feet. <br /> 25. Lack of comment on the submitted drainage report and preliminary storm drainage plans does not <br /> constitute approval of any aspect of the report and plans. However,the following general information <br /> is provided in order to guide the preparation of construction-level submittals: <br /> a. The outer side slopes of the detention pond side slopes shall be considered bypass areas in <br /> the flow control calculations. The detention pond itself,to the 2-year storage elevation in the <br /> pond,shall be considered impervious. <br /> b. An emergency overflow, per City standards,is required for flow control facilities. <br /> c. The maintenance access road to the bottom of the proposed stormwater control pond must <br /> meet all applicable City standards. <br /> 26. Special charges for connection to the sewer and water systems in accordance with Ordinance 3095- <br /> 08(codified as EMC 14.08.135)and subsequent revision are applicable. These charges are based <br /> on projected water usage and can be substantial. Applicant is encouraged to obtain a copy of the <br /> Ordinance and determine estimated charges prior to building permit application. The actual charges <br /> shall be computed by the Public Works Department per the ordinance in effect at the time and <br /> according to the information on the approved plans at the time of building permit issuance. <br /> Planning Department Comments. Plans submitted for construction permits will be reviewed for compliance with the applicable Planned <br /> Action Mitigation measures identified above, as well as all other applicable development standards. <br /> Failure to clearly demonstrate how the mitigation measures and zoning standards will be met may <br /> delay the time it takes for permit approval. <br /> 28. Placement and screening of refuse disposal areas must be provided per Section 39.080 of the Zoning <br /> Code as follows: <br /> a. Garbage receptacles,dumpsters,and recycle bins shall not be located in a required front or <br /> street side setback area. <br /> b. All garbage dumpsters and recycle bins must be screened from view from the street and from <br /> adjacent properties. This screening may be done using dense vegetation or by placing the <br /> dumpster or recycle bin in a structural enclosure. <br /> 29. Landscaping and buffer planting plans shall be included with construction permit applications and <br /> shall meet the requirements of Chapters 19.27,and 19.35 of the Zoning Code and the Planned Action <br /> Mitigation Measures cited above. Include in the plans calculations demonstrating: <br /> a. Twenty percent of the site will be in open space(and show on plans which areas are included <br /> in the calculations). Note that the storm water detention pond cannot be counted towards <br /> meeting the open space requirement. <br /> b. A minimum of thirty square feet of landscaping per parking space provided interior to the <br /> parking areas. <br /> c. A minimum of one tree per six parking spaces interior to the parking areas. <br /> Based on the mix of uses listed on the plans,there is an excess of only two parking spaces provided. <br /> If parking lot landscaping displaces required parking,the applicant has the option to either reduce the <br /> size of the building(s)or modify the mix of uses within the buildings. *'`' <br />
