(Floyd(Snider) <br /> under Amendment 8 to the Professional Services Agreement between Floyd(Snider and the City <br /> of Everett (the City). <br /> The Floyd(Snider team will provide engineering and environmental services to assist the City in <br /> review of materials submitted by Shelter Holdings and their development team associated with <br /> development of the Everett Landfill/Riverfront site. Floyd I Snider team services will include <br /> review of development plan, building permit and construction Quality Assurance/Quality Control <br /> submittals, and related materials relative to conformance with the Consent Decree between the <br /> Washington Department of Ecology (Ecology), the City and Shelter Holdings; and development <br /> agreements between the City and Shelter Holdings. Floyd I Snider team review of Shelter Holding <br /> submittals will address the unique geotechnical and environmental conditions of the landfill site. <br /> In addition to review of the submittals listed above, the Floyd ISnider team will manage <br /> coordination with Ecology staff for receipt of Ecology approvals as required by the Consent <br /> Decree; will support the City in documentation necessary for continued receipt of Ecology grant <br /> funding; and will participate in project coordination with the Shelter Team, and specialty site <br /> observations throughout the first phase of the development process. <br /> Services provided by the Floyd I Snider team will focus on compliance with environmental <br /> requirements, not Building, Energy or Land Use Code compliance; regulatory code compliance <br /> such as Corps of Engineers or WWSWM; or compliance with City design guidance documents. <br /> The Floyd(Snider team will support the City's technical review in areas that the City does not <br /> have staff or expertise—such as geotechnical, electrical, and landfill gas systems, relating to the <br /> environmental protection systems and buildings being built over the closed landfill. <br /> For these services, Floyd I Snider will provide subcontracted services of mechanical and electrical <br /> engineers from BHC Consultants, and geotechnical engineers from Hart Crowser, to assist with <br /> • <br /> F:\Contracts\COEV-RFQ DEVEL\Amendment 8\FS COEv Page 1 of 2 <br /> Amend 8 012219 Exhibit A SOW.docx <br />
