This figure was used in <br /> analysis because it represented the most comprehensive employment data available at the <br /> time this study was undertaken. Other studies supporting this report used 24,000 as the <br /> existing site employment. The total employment estimate for the 1978 Master Plan was <br /> assumed to be 18,550. <br /> • Maximum employment under the Proposed Action was assumed to be 33,500 in 1995. <br /> The project description assumes that the population would decrease to 32,000 in 1996 <br /> through 2000. However, for the purposes of analysis, the 33,500 is assumed to be <br /> constant. <br /> On July 3, 1991 the City of Everett issued its Decision Document stating that the <br /> "adverse environmental impacts which this Document addresses were identified in the <br /> DEIS on the Boeing proposal issued on April 15, 1991, as updated, expanded and <br /> clarified in the FEIS issued on June 24, 1991." It further states that these impacts did not <br /> warrant denial of the proposal, but "did provide the basis for the mitigating measures" set <br /> forth in the Decision Document. Figure 7 shows a snapshot of the first paragraph of the <br /> Decision Document with these statements. <br /> Figure 7—City of Everett Decision Document - 1't Paragraph <br /> THE DECISION OF THE CITY OF EVERETT <br /> Imposing Mitigation Pursuant to SEPA <br /> on the Expansion of the <br /> Boeing/Everett Airplane Manufacturing Facility <br /> I. DECISION ISSUED RESPONSIVE TO SEPA REQUIREMENTS <br /> This Decision Document has been prepared and is issued by the City of Everett's Director of <br /> Planning and Community Development who is identified under Everett Ordinance 1348-87 as <br /> the Responsible Official designated to exercise the City's substantive SEPA authority. This <br /> Document has been prepared responsive to the requirements of RCW 43.2 IC.060,WAC 197-11- <br /> 660,and Everett Ordinance 1348-87. The adverse environmental impacts which this Document <br /> addresses were identified in the DEIS on the Boeing proposal issued on April 15, 199I, as <br /> updated,expanded and clarified in the FEIS issued on June 24, 1991. These impacts, in the <br /> judgment of the Responsible Official,did not warrant denial of the proposal under WAC 197-11- <br /> 660(2)but did provide the basis for the mitigating measures set forth in Sections V through VII. <br /> The FEIS issued on 6/24/1991 resulted in no changes to the estimate of 12,315 new PM <br /> peak hour trips expected to be generated by the Proposed Action. A snapshot of Table <br /> 3.10-1 is shown in Figure 8. It shows for the Proposed Action 2,700 inbound and 9,615 <br /> outbound PM peak hour trips which added together is 12,315. <br />
