r,. <br /> Memo:Annual Docket Amendments 3/06/19 <br /> 2) Key Business Corridors and Districts <br /> Mayor Franklin has charged city staff to: <br /> "reestablish and strengthen the City's partnerships with its existing businesses, <br /> nonprofit organizations,schools, and community members to grow an innovative and <br /> sustainable economy, develop new, high-quality employment opportunities, <br /> distinguish ourselves and our assets in the Puget Sound region, and help align our <br /> education system with current and future jobs." <br /> (Mayoral Directive 2018-02, 01/24/18) <br /> Within this directive,the Mayor has included: <br /> • Implement the Metro Everett plan to encourage development downtown and near Angel of the <br /> Winds Arena and Everett Station. <br /> • Develop strategic plans for business growth and expansion for key corridors/districts, including <br /> Broadway/College District, Paine Field, Evergreen Way,the Everett Mall,and Metro Everett. <br /> The Land Use Element has a section called "Specific Geographic Areas Land Use Policies"that address <br /> specific areas, either as existing policies or where further studies and planning process should be <br /> undertaken.The section currently includes language on the following areas: <br /> • Shorelines <br /> • Southwest Everett Planned Action/Manufacturing and Industrial Center <br /> • Providence Regional Medical Center Everett <br /> • Everett Community college/Washington State University Special Study Area <br /> • Neighborhoods(general) <br /> • High Capacity Transit Corridors/Transit Stations <br /> • Paine Field <br /> • Snohomish River Shoreline North of Pacific Avenue <br /> As you can see in the list above,many of the key corridors/districts that the Mayor included in the <br /> directive were addressed in some fashion in the Land Use Element.What is missing from the Mayor's <br /> directive in the current plan includes Evergreen Way and Everett Mall. <br /> Based on this directive,amendments to this section of the Land Use Element have been prepared.We <br /> have done a general update to make the language up to date, and we have added three policies: <br /> • Policy 2.9.1 identifies five areas as priority for preparation of specific plans and programs'( <br /> North Broadway College District, Paine Field, Evergreen Way, Everett Mall and Metro Everett) <br /> • Policy 2.9.9 adds Evergreen Way and Arterial Corridors as an area to focus on for <br /> redevelopment into healthy,vibrant areas. <br /> • Policy 2.9.10 adds Everett Mall as a focus area as a result of major retailers leaving and <br /> ownership changes. <br /> Staff recommendation:There are not any concerns with this request, and the amendments are <br /> recommended to be approved. <br /> 224 <br />
