c, <br /> PLANNING COMMISSION RESOLUTION NO.19-01 <br /> A Resolution Recommending City Council Amend the Comprehensive Plan to <br /> Update the Land Use and.Urban Design Elements regarding <br /> Land Use Consolidation,Gateway Corridors and Specific Geographic Areas <br /> WHEREAS,the Planning Commission finds the following: <br /> 1. The City of Everett adopted its first Comprehensive Plan under the Washington State Growth <br /> Management Act(GMA)in 1994 and conducted a comprehensive review and update of the <br /> Plan in 2015;and <br /> 2. The Growth Management Act allows for the comprehensive plan to be amended on an annual <br /> basis;and <br /> 3. The City provided notice of an opportunity to submit requests to amend the comprehensive <br /> plan by July 1,2018;and <br /> 4. The only requests to amend the comprehensive plan were from the Delta Neighborhood to <br /> add East Marine View Drive as a gateway corridor,and the city to address Land Use <br /> Consolidation and to implement the Mayor's directives regarding priority areas to focus <br /> planning resources;and <br /> 5. The Growth Management Act requires the comprehensive plan to be an internally consistent <br /> document and all elements consistent with the future land use map(RCW 36.70A.070);and <br /> 6. The Growth Management Act requires the city to coordinate,and be consistent with,the <br /> comprehensive plans of other counties or cities with which the city has,in part, common <br /> borders or related regional issues(RCW 36.70A.100);and <br /> 7. The City of Everett has common borders with Snohomish County,the cities of Mukilteo and <br /> Marysville;and <br /> 8. The city provided Snohomish County,the cities of Mukilteo and Marysville, as well as tribal <br /> governments and other agencies with interest in the city, an opportunity to review and <br /> comment on the amendments to identify any issues of consistency or concern;and <br /> 9. The City has reviewed the potential environmental impacts of the proposed amendments <br /> pursuant to the State Environmental Policy Act(SEPA);and <br /> Planning Commission Resolution 19-01 Page 1 <br /> March 5,2019 28 <br />
