Public notice and opportunity to comment on these amendments was provided through <br /> electronic and mail notice to interested parties,a legal notice of public hearing published in <br /> the Everett Herald on January 27,2019, notice to the Washington State Department of <br /> Commerce on January 24,2019,and a public hearing held by the Planning Commission on <br /> March 5,2019; and <br /> 11. Chapter 1 of the Comprehensive Plan identifies the process and criteria for considering <br /> amendments to the Land Use Map and Policies, both of which are proposed;and <br /> And,WHEREAS,the Planning Commission concludes the following: <br /> 1. The city's Land Use Element has grown increasingly complex and burdensome with 28 <br /> different land use designations and nearly 200 goals,objectives and policies in the Land Use <br /> Element alone. Circumstances have changed in the past 25 years since the first comprehensive <br /> plan was adopted under the Growth Management Act; people and decision-makers wish to <br /> articulate and see a clear vision of the future city the community desires,implemented <br /> through easy to understand but protective land use regulations.These amendments to the <br /> Land Use Element are the first step to a clearer vision and system to implement that vision. <br /> 2. The public health,safety and welfare will be provided for by these text,and map <br /> amendments. <br /> 3. The proposed amendments the Comprehensive Plan promote the best long term interest of <br /> the Everett community. <br /> NOW,THEREFORE,THE PLANNING COMMISSION RESOLVES THE FOLLOWING: <br /> 1.
