• <br /> • <br /> 1 Section 16 . Fees for Actions Relating to Private Projects : <br /> 2 The following fees shall be required for actions by the City <br /> 3 in accordance with the provisions of this Ordinance : <br /> 4 A. Initial Review <br /> 5 1. For a preliminary determination, as defined <br /> in Section 6 (a) of this Ordinance: no fee. <br /> 6 <br /> 2 . For a threshold determination based upon <br /> 7 review of an environmental checklist: a fee <br /> of $25 . 00 payable upon the filing of the <br /> 8 environmental checklist. <br /> 9 B. The full fee for a threshold determination shall <br /> be paid by the private applicant prior to actual <br /> 10 preparation of an EIS by the City or its consultant (S) . <br /> 11 C. No fee shall be collected by the City for perform- <br /> ing its duties as a consulted agency. <br /> 12 <br /> D. The SEPA Public Information Center of the City <br /> 13 shall charge periodic fees for the service of <br /> mailing registers and register updates . Such <br /> 14 fees shall be reasonably related to the costs <br /> of reproduction and mailing of registers and <br /> 15 updates, and shall be established and revised <br /> from time to time by the Planning Department. <br /> 16 Section 17 . Substantive Authority to Deny or Condition an Action. <br /> 17 The City possesses , and may exercise where appropriate, the au- <br /> 18 thority to deny or condition discretionary actions so as to miti- <br /> 19 gate or prevent adverse environmental impacts . <br /> 20 Section 18 . Environmental Review Committee <br /> 21 A. There is hereby established, an Everett Environ- <br /> mental22 Review Committee with composition, duties <br /> and responsibilities as stated in this Section . <br /> 23 B. The Environmental Review Committee shall be com- <br /> posed of six citizen members appointed by the Mayor <br /> 24 and confirmed by the City Council . Four of these <br /> 25 members shall be technically qualified in the fields <br /> of engineering, planning, environmental sciences <br /> 26 (biology, zoology, geology, etc. ) , economics or <br /> other fields related to topics addressed by SEPA. <br /> 27 Two members shall be from the public at large. <br /> Members shall be appointed and serve in accor- <br /> 28 dance with Section 5 . 2 or the Everett City Charter. <br /> 29 C. The powers and duties of the Environmental Review <br /> Committee shall be as follows : <br /> 30 <br /> 31 <br /> 32 <br />
