Recommend to the Mayor necessary changes in the policies and procedures set forth herein 2 and any additional means by which environ- mental considerations should be incorporated 3 into public policy formulation; 4 2. Review all Final Environmental Impact Statements prepared by or for the City 5 and advise the Responsible Official as to the adequacy of the statement in 6 addressing the potential impacts of the proposed action; 7 8 3 . Recommend to the Planning Commission or the City Council actions pursuant to 9 publication of a Final Environmental Impact Statement. 10 11 4 . Review the City' s SEPA Ordinance and advise as to adequacy and compliance with SEPA 12 Guidelines and recommend to the Mayor neces- sary changes and/or amendments to the Ordin- 13 ance. 14 5, Decide appeals of determination "of action, " determination of "major or minor action, " 15 "threshold determination, " adequacy of final EIS and action pursuant to the final 16 EIS . 17 6. Advise the Mayor of any unresolved issues regarding the environmental effects of a 18 proposed action which are not mitigated through the review process . 19 20 7 . Give such other assistance to the City as is necessary to fulfill the City ' s 21 SEPA obligations. 22 8 . Select a list of qualified consultants for EIS preparation. 23 24 Section 19 . Appeal Procedures 25 A. The following City determinations and actions shall be subject to review on appeal by the Environmental 26 Review Committee: 27 1 . A determination whether or not a project or proposal is an "action" ; 28 2 . A determination as to scope of the total proposal; 29 30 3. A determination whether or not a project or %)roposal is categorically exempt; 31 , 32
