Recommend to the Mayor necessary changes in <br /> the policies and procedures set forth herein <br /> 2 and any additional means by which environ- <br /> mental considerations should be incorporated <br /> 3 into public policy formulation; <br /> 4 2. Review all Final Environmental Impact <br /> Statements prepared by or for the City <br /> 5 and advise the Responsible Official <br /> as to the adequacy of the statement in <br /> 6 addressing the potential impacts of the <br /> proposed action; <br /> 7 <br /> 8 3 . Recommend to the Planning Commission or <br /> the City Council actions pursuant to <br /> 9 publication of a Final Environmental <br /> Impact Statement. <br /> 10 <br /> 11 4 . Review the City' s SEPA Ordinance and advise <br /> as to adequacy and compliance with SEPA <br /> 12 Guidelines and recommend to the Mayor neces- <br /> sary changes and/or amendments to the Ordin- <br /> 13 ance. <br /> 14 5, Decide appeals of determination "of action, " <br /> determination of "major or minor action, " <br /> 15 "threshold determination, " adequacy of <br /> final EIS and action pursuant to the final <br /> 16 EIS . <br /> 17 6. Advise the Mayor of any unresolved issues <br /> regarding the environmental effects of a <br /> 18 proposed action which are not mitigated <br /> through the review process . <br /> 19 <br /> 20 7 . Give such other assistance to the City <br /> as is necessary to fulfill the City ' s <br /> 21 SEPA obligations. <br /> 22 8 . Select a list of qualified consultants <br /> for EIS preparation. <br /> 23 <br /> 24 Section 19 . Appeal Procedures <br /> 25 A. The following City determinations and actions shall <br /> be subject to review on appeal by the Environmental <br /> 26 Review Committee: <br /> 27 1 . A determination whether or not a project <br /> or proposal is an "action" ; <br /> 28 <br /> 2 . A determination as to scope of the total proposal; <br /> 29 <br /> 30 3. A determination whether or not a project or <br /> %)roposal is categorically exempt; <br /> 31 , <br /> 32 <br />
