-4- <br /> • <br /> 1 Section 3 . Additional Definitions <br /> 2 In addition to those definitions contained within WAC 197-10-040 , <br /> 3 the following terms shall have the following meanings, unless the <br /> 4, context indicates otherwise: <br /> 5 A. "SEPA Guidelines" means WAC 197-10 adopted by <br /> by the State Council on Environmental Policy. <br /> 6 <br /> B. "Environmental Review Committee" means the Committee <br /> 7 of the City of Everett whose responsibility is to over- <br /> see environmental considerations of the City and to <br /> 8 hear appeals of determinations made by the responsi- <br /> ble official and initiated by members of the public . <br /> 9 <br /> C. "City" means City of Everett. <br /> 10 <br /> D. "Responsible Official" means the person designated by <br /> 11 the Mayor who shall carry out the duties and functions <br /> of the City when it is acting as the lead agency under <br /> 12 this Ordinance. <br /> 13 Section 4 . Integration of SEPA Procedures with Other Governmental <br /> Operations <br /> 14 <br /> A. To the fullest extent possible, the procedures required <br /> 15 by this Ordinance shall be integrated with existing <br /> planning and licensing procedures utilized by the City. <br /> 16 These procedures should be initiated early, and under- <br /> taken in conjunction with other governmental operations <br /> 17 to avoid lengthy time delays and unnecessary duplication <br /> of effort. A private applicant may, and is encouraged <br /> 18 to, file a completed environmental checklist prior to <br /> the filing of an application for a license. <br /> 19 B. When required to be prepared, the Declaration of <br /> 20 Signficance or Non-Significance, the EIS, or. a pre- <br /> viously circulated EIS being utilized pursuant to <br /> 21 WAC 197-10-660 , shall accompany a proposal through the <br /> existing review process . <br /> 22 C. Each Department shall submit a list of licenses and <br /> 23 procedures to the Responsible Official who shall <br /> indicate for each process or license the point at <br /> 24 which the EIS or Environmental Checklist shall be <br /> required. <br /> 25 Section 5 . Timing of the Environmental Review Process <br /> 26 A. The primary purpose of the EIS process is to provide <br /> 27 environmental information to governmental decision <br /> makers to be considered prior to making their deci- <br /> 28 sion. The actual decision to proceed with many <br /> actions may involve a series of individual approvals <br /> 29 or decisions . The threshold determination and the <br /> EIS, if required, should ideally be completed at the <br /> 30 beginning of this process. The threshold determina- <br /> tion and the EIS (if required) should be completed <br /> 31 at the earliest point in the planning and decision- <br /> making process at which principal features of a pro- <br /> 32 posal and its impacts upon the environmental can be <br />
