At a minimum, the threshold determination and any required EIS shall be completed prior to the City 3 making any decision irreversibly committing itself to adopt, approve or otherwise undertake any nro- 4 posed major action, as identified in Section 6 . 5 C. When a proposed major action is a proposal for either a governmental action of a project nature or a govern- 6 mental action of anon-project nature, and the proponent of the major action is also the lead agency, then the 7 maximum time limits contained in this ordinance for the threshold determination and EIS process shall 8 not apply to the proposal . 9 Section 6 . Initial Review 10 The Responsible Official shall make the following determinations 11 as part of the initial review of every project or proposal, sub- 12 ject to the specified time limits which shall be applicable to 13 private projects and to those governmental proposals submitted 14 to the City by other agencies : 15 A. Preliminary determinations : 16 1 . A determination as to the scope of a total proposal pursuant to WAC 197-10-060 . 17 2 . A determination whether the particular pro- 18 ject or proposal is an "action" as defined in WAC 197-10-040 (2) . 19 3 . A determination whether the project or 20 proposal is categorically exempt. 21 4 . The determinations set forth in subsec- tions 1, 2, and 3 shall be made within 22 three (3) days following submission of a request for preliminary determination 23 by a private applicant to the Responsi- ble Official . 24 B. Threshold Determination 25 1. A threshold determination which can be made 26 based upon review of the environmental checklist (WAC 197-10-365) submitted by 27 a private applicant shall be completed within fifteen (15) days of submission 28 of the completed checklist to the respon- sible official . 29 2 .
