-9- <br /> • <br /> b. All storm water, water and sewer facilities , <br /> lines , equipment, hookups, or appurtenances <br /> including, utilizing or relatedto lines <br /> 1 eight inches or less in diameter. <br /> 2 c. All electric facilities, lines , equipment or <br /> appurtenances, not including substations , <br /> 3 with an associated voltage of 55 , 000 volts <br /> or less; and the overbuilding of existing <br /> 4 distribution lines (55 , 000 volts or less) <br /> with transmission lines (more than 55 , 000 <br /> 5 volts) ; and the undergroundinq of all <br /> electric facilities, lines, equipment <br /> 6 or appurtenances. <br /> 7 d. All natural gas distribution (as opposed <br /> to transmission) lines and necessary <br /> 8 appurtenant facilities and hookups . <br /> 9 19 . All grants of rights-of-way by agencies <br /> to utilities for use for distribution <br /> 10 (as opposed to transmission) purposes . <br /> 11 2.0. Issuances of agricultural leases cover- <br /> ing one hundred sixty contiguous acres <br /> 12 or less . <br /> 13 21. Issuances of leases for school sites . <br /> 14 22. Development of recreational sites not <br /> specifically designed for all-terrain <br /> 15 vehicles and not including more than <br /> twelve campsites . <br /> 16 <br /> 17 In the case of any such action proposed for an <br /> environmentally sensitive area , the categorical <br /> 18 exemptions of this subsection shall not apply <br /> and the threshold determination process shall <br /> 19 be complied with. <br /> 20 C. Major actions which will be located wholly or parti- <br /> ally within an environmentally sensitive area are to <br /> 21 be treated no differently than other major actions <br /> under these guidelines . A threshold determination <br /> 22 shall be made for all such actions, and an EIS <br /> shall not be automatically required for a proposal <br /> 23 merely because it is proposed for location in an <br /> environmentally sensitive area. <br /> 24 <br /> 25 D. Certain exemptions do not apply on lands covered <br /> by water, and this remains true regardless of whether <br /> 26 or not lands covered by water are mapped. <br /> 27 Section 8 . Use of Categorical Exemptions <br /> 28 A. The applicability of the exemptions shall be deter- <br /> mined by the Responsible Official for each <br /> 29 application received for a license, or for each <br /> governmental proposal initiated by the City. No <br /> 30 exemption is allowed for the sole reason that <br /> actions are considered to be of a ministerial <br /> 31 nature or of an environmentally regulatory <br /> 32 <br />
