The determination of whether <br /> or not a proposal is exempt shall be made by ascer- <br /> 2 taining the total scope of the proposal and the govern- <br /> mental licenses required. <br /> 3 <br /> 4 B. If a proposal includes a series of actions, physi- <br /> cally or functionally related to each other, some <br /> 5 of which are exempt and some of which are not, the <br /> proposal shall not be exempt. <br /> 6 <br /> 7 C. If the proposal includes a series of exempt actions <br /> which are physically or functionally related to <br /> 8 each other, but which together may have a signi- <br /> ficant environmental impact, the proposal shall <br /> 9 not be exempt. <br /> 10 D. If it is determined that a proposal is exempt, <br /> none of the procedural requirements of these <br /> 11 guidelines shall apply to the proposal . No <br /> environmental checklist shall be required for <br /> 12 an exempt proposal. <br /> 13 E. If a proposal includes both exempt and nonexempt <br /> actions, exempt actions may be authorized with res- <br /> 14 pect to the proposal prior to compliance with the <br /> procedural requirements of these guidelines <br /> 15 subject to the following limitations : <br /> 16 1 . No major action (non-exempt action) <br /> shall be authorized. <br /> 17 <br /> 18 2 . No action shall be authorized which <br /> will irrevocably commit the City to <br /> 19 approve or authorize a major action. <br /> 20 3 . The Responsible Official may withhold <br /> approval of an exempt action which would <br /> 21 lead to modification of the physical <br /> environment, when such modifications would <br /> 22 serve no purpose if later approval of a ma- <br /> jor action is not secured <br /> 23 <br /> 24 4 . The Responsible Official may withhold approval <br /> of exempt actions which would lead to substan- <br /> 25 tial financial expenditures by a private appli- <br /> cant which would serve no purpose if later appro- <br /> 26 val of a major action is not secured . <br /> 27 Section 9 . Lead Agency Determination and Responsibilities <br /> 28 A. The Responsible Official shall assume lead <br /> agency status for proposal initiated by the <br /> 29 City or for proposals initiated by a private <br /> applicant when those proposals involve a major <br /> 30 action pursuant to the criteria set forth in <br /> WAC 197-10-205 through -270, using the proce- <br /> 31 dures of WAC 197-10-203 .
