EXHIBIT A
SCOPE OF SERVICES
Background
1. The City of Everett, Washington (City)selected HDR Engineering, Inc. (HDR)to provide
engineering analysis, design, and permitting assistance to expand the Final Effluent North
(FEN) pump station capacity at the Water Pollution Control Facility(WPCF), as well as
replacing the chlorination facilities. The FEN pumping system is an integrated process that
combines open channel hydraulics, chlorination, dechlorination, effluent pumping, and
discharge. All components of the system must work together to produce a fully treated
effluent at the desired flow rate.
2. During Phase 1 and Phase 2, HDR completed a study on the FEN pumping system and
hydraulics as well as a basis of design for the Chlorination Building. Final design and bid
documents were produced, as well as a base scope for services during construction (SDC).
3. The intent of this scope of services is to provide an amendment to adjust the project budget
to accommodate various additional scope items already completed as part of the design and
bidding process as authorized by the City(to maintain the overall project
schedule/construction) as well as account for added scope related to additional services
during construction The final goal is to provide an adequate budget to complete the new and
existing SDC tasks and complete the project through construction completion.
Scope of Services
Task 100 Project Management
This amendment closes this task in its entirety and reallocates remaining fee.
Task 200 Investigation Phase
This amendment closes this task in its entirety and reallocates remaining fee.
Task 300 Conceptual Chlorine Building
This amendment closes this task in its entirety and fee adjusted based on fee invoiced to date.
Task 400 Geotechnical Services
This amendment closes this task in its entirety and reallocates remaining budget.
Task 500 Surveying Services
This amendment closes this task in its entirety and fee increased based on fee invoiced to date.
Task 600 Permit Acquisition & Environmental Services
This amendment closes this task in its entirety and reallocates remaining budget.
City of Everett—WPCF FEN Amendment No.4 1 Scope of Services
