EXHIBIT C
SCOPE OF WORK
Traffic Counts
The following Scope of Work identifies the activities Traffic Data Gathering will perform on the City's roadway
network collecting traffic data.
Task I:Data Collection Arterial Streets
Provide tube count traffic data for approximately sixty(60)locations on arterial streets,three(3)to seven(7)lane
collectors, minor arterials, and major arterials with posted speeds between 30mph and 50mph.The task will include
the following:
Seven(7)days(one day is considered a 24 hour period for each day of the week)of traffic data collection
using pneumatic tubes. Data shall be provided in a Timemark VIAS(Vehicle Identification and Analysis System)
program file that can be used to evaluate volume, speed, and classification from the same set of data.Any tube
failures that are repaired does not invalidate existing data, but count information shall be required for a 24 hour
period for each day of the week.
Two counters per location will be required each location and shall be placed simultaneously to collect data
in each direction on the same day. Data shall not be collected during federal or State holidays, nor the weekend of a
holiday, nor the week of a holiday.
The week prior to a planned count being placed,Traffic Data Gathering shall provide a written list by email
or other electronic means of the locations are to be counted. This information will be passed along by City staff to
street sweeping crews to know to pick up sweeping heads to avoid damaging tubes.Any tube damage by third
parties,as well as damage or theft of counters,is the responsibility of Traffic Data Gathering and no additional
compensation will be given.
Task 2:Data Collection Local Streets
Provide tube count traffic data for approximately(10)locations on local streets, two to three lane local streets, with
posted speeds of 25mph.The task will include the following:
Seven(7)days(one day is considered a 24 hour period for each day of the week)of traffic data collection
using pneumatic tubes.
