_t <br /> Policy 2.8.1 The City shall designate on the land use map,to the extent po'sible,the desired location of <br /> essential public utilities. <br /> uses,to the maximum extent possible. <br /> 2.5z Agriculture,Timber and Mineral Resources Land Use Policies <br /> The following policies shall apply to agriculture,timber and mineral resource land uses in the Everett Planning <br /> Area. <br /> Policy 2.9z.1 Agriculture: Agricultural land uses in Everett ore located within the floodplain and flood fringe <br /> of the Snohomish River_. These ar as shall continue to be permitted to be used for commercial agricultural <br /> purposes and other compatible land uses,including habitat restoration,as specified in the Everett zoning code <br /> and shoreline master program. Fish and wildlife habitat restoration and enhancement is encouraged consistent <br /> with the Marshland Subarea Plan. <br /> The Snohomish County Council added a city owned parcel en Lowell Snohomish River Road to the City's Urban <br /> Growth Area in 2004. The 2005 Comprehensive Plan update designated-this property"agricultural"as it-had been <br /> designated by the-previous County comprehensive-plan,and incorporated the County Shoreline Master Program <br /> In 2012,the-City Council approved an amendment to the Comprehensive Plan to expand thc City's urban growth <br /> or a to include a city owned parcel adjacent to the Water Pollution Control Facility and to designate the arca 2.8 <br /> urban growth arca. The City is now initiating annexation of the arca and is proposing to zone the area Agriculture <br /> consistent with the City's other Water Pollution Control Facility properties and to incorporate the County <br /> Shoreline Master Program designations"Resource"and"Aquatic"for the arca until such time as the City's <br /> Shoreline Master Program is updated. <br /> None of Everett's agricultural lands are designated agricultural resource lands of long-term commercial <br /> significance under the Growth Management Act.under WAC 365 Igo and cannot be until the city has a program <br /> for transfer or purchase of development rights. <br /> In addition to lands designated Agriculture on the Comprehensive Plan map,a wide variety of ar as in the city arc <br /> used for the production and sale of food and other agricultural products. <br /> as flowers,for all residents through opportunities for urban agricultural activities,such as farmers markets,farm_ <br /> stands,community supported agriculture drop off sites,community gardens,pea patches,school gardens,home <br /> gardens and urban farms. <br /> thc city,and provide for off site sale and delivery of healthy foods on public and private property,where <br /> appropriate. <br /> Policy 2.7942 Mineral Resources:The mineral extraction areas in Everett will probably be reaching the end of <br /> viable mining within the next ten years. Large portions of the area have been transitioning to other uses over the <br /> last few years.
