i , <br /> Policy 2.29.35 TimberForest/Watershed/Resource Management Lands: There are no timber forest lands of <br /> long term commercial significance located within the contiguous Everett Planning Area.Timber Forest lands <br /> within the City owned Chaplain property shall continue to be permitted to be harvested in accordance with <br /> applicable forest practices regulations and wildlife habitat management plans,where appropriate. The urban <br /> growth policies,which pertain to the lands within the Everett Planning Area,shall not apply to the City-owned <br /> Chaplain area,which is located outside of the urban growth area for Snohomish County. <br /> The City of Everett supplies the majority of Snohomish County with municipal water for domestic ^ 9fnef ial <br /> onnexed most of this land through a provision formerly in State law that allowed annexation of noncontiguous <br /> lands used for municipal utility purposes. Everett manages this land for the long term provision of a safe and <br /> next 20 years. Timber management en Chaplain lands is conducted in accordance with the State Forest Practices <br /> Act and applicable wildlife management plans. Some of the-lands located outside the Chaplain watershed arc <br /> also used for limited recreational purposes. Lands within zoo feet of the Ordinary High Water Mark of the Lake <br /> Everett will manage its water system. This section of the-comprekensive plan deals enly with-land use policies for <br /> the City owned Chaplain properties within the Sultan Basin. <br /> a) The City owned lands in the vicinity of the Chaplain reservoir are hereby designated"Local Watershed <br /> Resource LandsManagemcnt." The primary use of these lands is for the management of the Everett municipal <br /> water system and other compatible uses,such as forestry,limited recreation,and wildlife habitat management <br /> that do not conflict with the maintenance of a safe and adequate water supply for the Everett water system,and <br /> that are in accordance with management plans and applicable license requirements of FERC Project No.2157. <br /> b) The City shall develop and maintain a management plan for the Chaplain area property to guide the long- <br /> term use of the land for purposes compatible with the primary use as Snohomish County's primary water supply. <br /> This management plan shall be the basis for zoning regulations within the corporate limits of Everett. <br /> c) The portions of the Chaplain area property located within the jurisdiction of the State Shoreline <br /> Master Program. <br /> d) To the extent that it is economically practical,the City shall employ construction methods that minimize <br /> • cnvironme •- __ _ • _. _. __ - _ - _ - - . • <br /> c) Forest practices shall be governed by the Washington Forest Practices Rules(WAC 222). <br /> 2.ae8 "Other Land Uses"or"Hard to Site Facilities"Land Use Policies <br /> Certain essential uses necessary to support urban development,such as colleges,hospitals,solid waste handling <br /> facilities,correctional facilities,government buildings and facilities,and social services,to name a few,arc <br /> while not the typical"hard to site"facility,is a use City recegnizes as an-"es..ential public facility."
