s 3 <br /> SECTION 2 - SPECIFICATIONS <br /> 2.1 INTENT SUMMARY <br /> The intent of this Request for Proposal (RFP) is to obtain the services of qualified <br /> professionals to provide building condition evaluations in support of the long term <br /> maintenance of City of Everett's owned and leased buildings. The evaluation will also <br /> identify & prioritize renovation, repair or replacement of components and systems. <br /> The successful firm must demonstrate proven skills and technical competence in <br /> evaluating the condition of residential and commercial buildings dating from the 1920's to <br /> the present. <br /> 2.2 BACKGROUND <br /> • Facilities and Real Property Department maintains the majority of city buildings. <br /> • Purpose is to provide a safe, secure and appropriate environment to conduct city <br /> business. <br /> • Building components and systems degrade over time due to age, use and other <br /> factors. <br /> • After a certain level of degradation, components and systems must be renovated, <br /> repaired, or replaced. <br /> • City has not conducted a formal study to date. Now is the time. <br /> 2.3 SCOPE OF WORK <br /> • Perform non-invasive (i.e. visual, non-destructive) investigation for all buildings listed <br /> in Appendix A. <br /> • Identify cost effective renovation or repair opportunities to improve energy and water <br /> efficiency; reduce carbon emissions and safeguard indoor air quality. Demonstrate <br /> how opportunity is cost effective. The savings and reductions must exceed the <br /> installed improvement cost over the measure's useful life. <br /> • Identify on-going maintenance policies and procedures to help reduce future capital <br /> costs. <br /> • Work may also require the preparation of designs, drawings, sketches, diagrams and <br /> photographs. <br /> • Hazardous areas and confined spaces will not be assessed. Where appropriate, PPEs. <br /> may be needed. <br /> 2.4 CITY RESPONSIBILITIES <br /> Staff Responsibilities <br /> The City's staff will be responsible for the following: <br /> A.
