B. Staffing and Structure <br /> City Mayor <br /> The Mayor is authorized to ensure compliance with provisions of the City's pol icy of <br /> non-discrimination and with the law, including the requirements of 23 CFR Part 200 and <br /> 49 CFR Part 21. The city's grant compliance and Title VI coordination shall be <br /> performed under the authority of the Mayor. <br /> Title VI Coordinator <br /> The City of Everett has appointed the Chief of Staff to perform the duties of the Title VI <br /> Coordinator (Coordinator) and ensure compliance with federal funding requirements. <br /> The Chief of Staff has other duties and responsibilities in addition to Title VI. The Chief <br /> of Staff reports directly to and has access to the Mayor. <br /> Title VI Specialists <br /> Additionally, the City has designated Title VI Specialists (Specialists) in departmental <br /> special emphasis program areas. The Specialists will work with the Coordinator. The <br /> following programs or department areas are subject to receiving federal assistance <br /> through grants or other types of federal funding, or are responsible for implementing <br /> Agency directives and policies to ensure civil rights compliance and equal opportunity: <br /> > Planning Department (Housing) <br /> > Parks Department <br /> > Transit Department <br /> > Public Works Department (Engineering, Streets,Construction Management) <br /> > City Council <br /> > Finance/Budget Department (Purchasing) <br /> > Fire Department <br /> > Police Department <br /> > Human Resources Department (assists with implementation &compliance) <br /> > Legal Department (assists with advice, implementation &compliance) <br /> > Facilities/Real Property <br /> > Library <br /> The Specialists will work with the Coordinator to ensure their respective departments and <br /> programs comply with Title VI regulations and assurances, meet the objectives of the Title <br /> VI Plan, meet federal and state reporting requirements, and provide adequate training <br /> opportunities for applicable staff. <br /> Specialists will do the following relative to their respective program area(s) or <br /> department: <br /> 4 <br />
