In 1997,the SW Everett Subarea Plan was adopted and incorporated into the Comprehensive Plan. The plan- <br /> represented <br /> lanrepresented a new approach to planning that integrated the environ -- - _ _ - _ •• _ - _ -- . - <br /> Environmental Policy Act(SEPA)and the planning requirements under the Growth Management Act(GMA). <br /> developments in anticipation of their development. The permit process is expedited for projects that are <br /> consistent with the plan. <br /> Environmental protection is improved as a result of the entire plan area having been studied. Critical areas can be <br /> protected on a larger system-wide scale,affording greater protection than traditional site-specific review. <br /> Manufacturing/Industrial Center(MIC). The southwest Everett- Paine Field area is the a major manufacturing and <br /> industrial area for Snohomish County. In 2002,the SW Everett Paine Field Arca was formally designated as a <br /> Regional Manufacturing/Industrial Center(MIC)by Snohomish County in conforma- - - - : .- , • <br /> - - <br /> of Everett's Comprehensive Plan. The 2011 update of the Countywide Planning Policies also maintains the MIC <br /> designation. It is the only MIC in the region within two jurisdictions. The intent of designating this area as a <br /> "manufacturing/industrial center"is to emphasize the importance of this area for the economic health of the <br /> county and region. This area is intended to experience even more intensive development with manufacturing, <br /> industrial and other compatible land uses. The manufacturing/industrial center is identified by Figure 4. The <br /> following policies shall apply to the MIC. <br /> 1) Within the manufacturing/industrial center,site development shall be designed to be supportive of public <br /> transit. <br /> 2) The City shall develop a transportation demand management program that encourages public transit use <br /> within the manufacturing/industrial center. <br /> After the completion of the 2015 comprehensive plan update,the City(and County)will need to update <br /> employment targets, incorporate strategies to strengthen the transportation network and incorporate programs <br /> to reduce air pollution and GHG emissions for the MIC. <br /> Figure 4: Southwest Everett/Paine Field Manufacturing/Industrial Center <br /> LAND USE ELEMENT, 2019 Amendment 3o <br /> Exhibit 1 -Page 30 <br />
