In 2008,the City Council <br /> approved a Comprehensive Plan map amendment for Providence Regional Medical Center Everett,along with <br /> master plans for hospital facility growth implemented through an Institutional Overlay zone. The PRMCE master <br /> plan provides for phased hospital development beyond 2030. <br /> The approved PRMCE expansion includes significant intensification of use on the existing hospital properties as <br /> well as expansion to the north across 13 'Street. Future expansions will require additional review by the City, <br /> which may consist of amendments to the Institutional Overlay zone and Comprehensive Plan amendments. <br /> PRMCE must work with the surrounding neighborhood residents in planning future expansions. Any future <br /> expansions must use existing hospital properties more intensively. No further homes may be lost to hospital <br /> expansion beyond the approved Master Plan area. Future expansion to the east of Oakes Avenue beyond Block <br /> 248 is prohibited. <br /> Policy 2.3 .4 Everett Community College/Washington State University Special Study Area. In 2008 the City <br /> approved an update of the Institutional Overlay Zone master plan for the Everett Community College(ECC) <br /> campus. In 2012;the State Legislature approved establishing Washington State University(WSU)in north Everett <br /> to provide upper division degrees and manage the University Center. While plans forthc WSU presence in Everett <br /> have not been fully developed,it appears WSU will be located on the cast side of Broadway,within the ar <br /> covered by the ECC master plan. <br /> The ECC master plan provides for expansion to the east across North Broadway and to the south, in a small area <br /> west of Broadway. The Master Plan provided for construction of a North Everett Transit Center on the campus. <br /> Future expansions beyond the approved 2015 development will require additional review by the City,which may <br /> consist of amendments to the Institutional Overlay zone and Comprehensive Plan amendments. ECC must work <br /> with the surrounding neighborhood residents in planning future expansions. <br /> With the need for additional planning related to WSU in Everett and for ECC planning beyond the 2015 horizon of <br /> the current master plan,tThe City designates the college campus(as delineated by the ECC master plant,and <br /> potential expansion areas surrounding the campus,as a special study area.
