Everett VISION 2000 Goals and Actions: In 1991, a group of citizens appointed by the mayor <br /> developed a series of goals and recommended actions embodied in a "shared vision" of Everett's <br /> future. The topics discussed in the Everett VISION 2000 document include: <br /> I o Home and Neighborhood; <br /> o Economy and Prosperity; <br /> o Environment and Nature; <br /> I o Leisure Time, Traditions and the Arts; <br /> o Civic Life, Learning and Public Services; and <br /> o Transportation and Infrastructure. <br /> ISimilarities of the Guiding Forces. Each of the four above "guiding forces" provide direction for the <br /> development of Everett's comprehensive plan. Concepts common to each document include: <br /> 1 o increasing residential densities while maintaining a sense of community, <br /> o creating and maintaining a high quality of life, <br /> I o encouraging economic diversity, <br /> o concentrating jobs into designated employment centers like downtown and southwest Everett, <br /> o providing affordable housing for all citizens, <br /> o protecting neighborhood character, <br /> I <br /> o developing an efficient high capacity transportation system, <br /> o citizen involvement in development of planning policies and regulations. <br /> IWho Creates the Comprehensive Plan? Summary of Public Participation Efforts. Public <br /> participation in the planning process is vital to the success of any plan. As a means to encourage public <br /> 1111 awareness of the plan update process and solicit comments from citizens, Everett has taken the steps <br /> listed below. The feedback from the public will help the Planning Commission and City Council decide <br /> on policy issues for the final plan and implementation programs. <br /> I 1. Everett Vision 2000: A citizen's committee was appointed to define a "shared vision" for <br /> Everett's future. The committee studied many issues and took hours of public testimony <br /> regarding growth management and community life. It produced a report entitled "Everett Vision <br /> I 2000; Goals and Actions," which made recommendations concerning a number of issues <br /> important in planning Everett's future. The City Council accepted the Everett Vision 2000 report <br /> as a policy guide to be used in the development of the city's comprehensive plan. <br /> I <br /> 2. Public Opinion Survey: As part of the Everett Vision 2000 study process, a professional survey <br /> taker was hired to conduct a scientific telephone survey asking residents their opinions and <br /> attitudes about living in Everett, including positive and negative aspects of Everett's image, public <br /> I services, challenges, likes and dislikes. The responses were used to shape the recommendations <br /> of the Vision 2000 committee. <br /> 3. Growth Management Slide Presentations: A slide presentation was assembled to explain Growth <br /> IManagement issues and the planning process in Everett. Presentations were made to <br /> neighborhood, civic and business groups, the Planning Commission and City Council. <br /> I 4. "Outlook" City Newsletter: A series of 4 articles on Growth Management, including a citizen <br /> questionnaire, was printed in a quarterly newsletter mailed to every household and business in <br /> Everett and the unincorporated part of its planning area. From these articles, citizens were <br /> 16 informed of Everett Vision 2000, Planning Commission workshops, and the alternative growth <br /> scenarios being considered by the Planning Commission as part of the update of the <br /> comprehensive plan. Citizens were asked to share their opinions about growth issues, and <br /> ihundreds of names were added to the Growth Management mailing list. <br /> 3 <br />
