5. "Visual Preference Survey:" The City hired Anton Nelessen, a professor of Urban Planning and <br /> Policy at Rutgers University in New Jersey to conduct a visual preference survey. The survey <br /> involved a "visioning" process in which approximately 150 citizens were asked to numerically <br /> evaluate a series of photographic images from Everett, the Pacific Northwest, other parts of the <br /> United States and foreign countries for the types of urban settings which were most and least <br /> desirable. City staff prepared a report containing the findings of the survey and a series of <br /> recommendations from the results of the Visual Preference Survey on urban design, land use, <br /> transportation, housing and related growth management issues. <br /> 6. Growth Management Advisory Committee: The mayor appointed a citizen's growth management <br /> advisory committee to review comprehensive plan issues and make recommendations to the <br /> Planning Commission. This committee has been having meetings and workshops to learn of <br /> . growth management planning requirements and issues. <br /> 7. Planning Commission Public Workshops: The Planning Commission numerous public workshops , <br /> on growth management issues and has been taking public comments on the topics of discussion. <br /> Many of these meetings have been held jointly with the Growth Management Advisory <br /> Committee to encourage dialogue between these two citizen committees. Topics discussed <br /> include the Growth Management Act, Vision 2020 Regional Growth and Transportation Strategy, <br /> Snohomish Countywide Planning Policies, Everett Vision 2000, Housing, Transportation, Land <br /> Use Alternatives, Urban Design and Historic Preservation, Economic Development, Capital <br /> Facilities, and presentations from developers on high density housing and mixed use <br /> developments. A mailing list of over 2,700 names was developed to inform citizens of the public <br /> workshops. I <br /> 8. Public Open Houses. Informal Open Houses have been held for the public to examine maps and <br /> policies pertaining to Environmentally Sensitive Areas, and for the land use maps and policies for <br /> the Alternative Growth Scenarios being considered by the Planning Commission in the update of <br /> the comprehensive plan. <br /> 9. Vancouver, B.C. Field Trip: Planning staff organized a field trip to the Vancouver, B.C. area <br /> which was attended by members of the Planning Commission, Growth Management Advisory <br /> Committee, Historical Commission, neighborhood leaders, citizens and city staff to tour the <br /> Skytrain light rail transit system, land uses around the rail stations, high density housing, mixed <br /> use developments, adaptive reuse of historic buildings, and infill housing using neighborhood <br /> design guidelines. <br /> 10. Cable TV Announcements: The Everett cable television station has been carrying announcements <br /> of the ongoing growth management comprehensive planning process, asking citizens for <br /> comments and concerns they may have related to Everett's future. <br /> 11. Regular Presentations to Council of Neighborhoods: Planning staff has made regular ' <br /> presentations on Growth Management and the comprehensive plan to monthly meetings of the <br /> Everett Council of Neighborhoods. <br /> 12. Comprehensive Plan Newsletter: The Planning Department has distributed several newsletters on <br /> the update of the Everett Comprehensive Plan to the mailing list established for public <br /> notification. <br /> 13. Staff Presentations and Discussions with Business Groups. The Planning Department has been <br /> meeting on a frequent basis with the Chamber of Commerce, Economic Development Council, <br /> and various subcommittees of each group to discuss specific topics related to Everett's <br /> comprehensive plan update. The Chamber of Commerce has addressed the Planning Commission <br /> and Growth Management Advisory Committee on issues related to economic development, land <br /> use, transportation, housing, and related plan elements. <br /> 4 <br />
