I <br /> primary purpose is to allocate available resources based on the timing and location of <br /> development, and to assess mitigation fees based upon each new development's share of <br /> the improvements that are planned in the Subarea within which it is located. Level-of- <br /> service measures the outcome of and progress toward the planned growth rate. <br /> Travel Behavior. Everett grew up in the automobile age, and travel for most purposes is <br /> dependent upon the use of an automobile. Travel behavior, of course, reflects this <br /> dependence. Any significant change to a more balanced mixture of travel modes will be <br /> slow to materialize. Travel behavior in Everett will continue to be dominated by the auto, <br /> even after changes in land use have occurred and new travel options have begun to be put <br /> into place. Change in travel behavior will be slow, even after the new convenient travel <br /> ' options become available. <br /> Everett 2000 establishes a new vision for the City. A vision with a transportation system <br /> ' that is more friendly to people on foot or bicycle. This is a long-term vision that will take <br /> shape over many years, not immediately. Travel behavior will be slow to adapt to the new <br /> vision. However, with a consistent and persistent approach to the creation of a more <br /> balanced system, this behavior will gradually change. In the interim period, Everett will <br /> experience certain ill-effects of present travel behavior patterns, such as higher levels of <br /> ' congestion. Everett's approach is to support a planning strategy that will shape travel <br /> behavior to match its vision, rather than have travel behavior shape the vision. <br /> The Transportation - Land Use Tie. More than any other factor, circulation facilities <br /> determine the shape of the City. The relationship between transportation and land use is <br /> two-way; each is dependent upon the other; one cannot succeed without the other. If a <br /> transportation investment strategy is devised to support a land use scheme, then the land <br /> use decisions must be carried out. If a land use scheme is devised that is supported by a <br /> transportation investment strategy, the strategy must be carried out. If they are planned <br /> ' together, they must be implemented together. <br /> Everett's Plan establishes an inseparable tie between land use and the transportation by first <br /> ' deciding in the Comprehensive Plan upon an integrated land use scheme with a <br /> transportation investment strategy, and then in enacting implementation regulations and <br /> proposing improvements for carrying it out. Necessary policy trade-offs were made <br /> 111 <br /> comprehensively in the Plan, before adoption. Amendments to the Comprehensive Plan <br /> must similarly be comprehensive and not separated into Transportation Element <br /> amendments and Land Use Element amendments. Because of the interdependence of <br /> ' transportation and land use, only one decision is possible. <br /> The Regional Responsibilities of Growth. Nearly 3/4 of the City's residents work <br /> elsewhere and it has half of all the jobs and a significant share of the retail and service <br /> business in Snohomish County. Many workers and shoppers visit daily, pushing the <br /> daytime population to well over 200,000. More than 100,000 other people travel through <br /> Everett to and from destinations on either side of the City's planning area.
