Establish and maintain an efficient coordination process for identifying, 111101 <br /> reviewing and resolving interjurisdictional transportation concerns in or affecting <br /> Everett's Planning Area. ' <br /> Each objective is supported by policy statements. Policy statements are preceded by a <br /> description of the key issues associated with the objective and a statement of the planning <br /> principles and commitments that are necessary in order to carry out the objective. <br /> Objective # 1: Expand Multi-Modal Travel Opportunities ' <br /> The level-of-service requirement of the Growth Management Act is applied in Everett by <br /> using both technically-based capacity measurements and policy-based assumptions for the <br /> use of transit, ridesharing and non-motorized travel. Policy-based assumptions are <br /> particularly important where significant changes in travel behavior is desired and where <br /> more attention is focused on the movement of people throughout the system. This calls <br /> for expanding the role of transit, ridesharing and non-motorized travel services and <br /> facilities in both their use and in the measurement of system capacity. <br /> Level-of-service is aimed not only at achieving an integration of the various modes of ' <br /> transportation, but also at establishing appropriate and desired levels for the use of transit, <br /> ridesharing and non-motorized modes of travel in future years. These levels are based on <br /> policies intended to re-shape the City's form and circulation environment in a way that will 111 <br /> achieve a vision of what the City wishes to become in 2012 and beyond. As a result, these <br /> levels exceed current and forecast participation rates and may result in an overall increase <br /> in vehicular congestion. The assumed levels for the use of transit, rideshare, non41111 <br /> - <br /> motorized use, as well as trip elimination, are based on potential demand, capacity and <br /> effectiveness of the service, and not on historic use patterns for these modes and programs <br /> (since these historic use patterns perpetuate the current condition which the Preferred Plan <br /> is trying to move away from). The level-of-service measurement, therefore, is <br /> supplemented by mode-of-travel assumptions that Everett aspires toward through its <br /> transportation policies and investment strategy. These assumptions are supported by other <br /> transportation system objectives and policies as discussed below. <br /> In different parts of the City, mode-of-travel objectives vary to account for differences in 111 <br /> desired future land use and transportation demands and characteristics. Mode of travel <br /> assumptions for each sub-area in the City are based on these factors: ' <br /> a)the forecast density and type of employment and population; <br /> b)the type, quantity and completeness of the transportation system (both existing and <br /> proposed); <br /> c) the relationship of the subarea to citywide and regional circulation and transportation <br /> systems; <br /> d) the programs and transportation systems that must be in place in order to offer <br /> reasonable options to driving alone or not driving(i.e. transit, ridesharing, pedestrian, <br /> bicycle, trip elimination). <br /> 110 <br /> T-16 ' <br />
