Desired mode-of-travel participation rates are assumed for each travel mode by Planning <br /> subarea. They are listed in Table 4 and include these transit, rideshare, non-motorized, <br /> and demand management travel measures: <br /> a) Percent of persons using single occupant vehicles during peak periods <br /> b) Percent of persons using transit of total peak period travel <br /> c) Percent of persons carpooling and vanpooling of peak period travel (all trips taken <br /> with 2 or more persons in the vehicle) <br /> d) Percent pedestrian and bicycle of peak travel <br /> e) Percent trip substitution or elimination (such as telecommuting or not making a <br /> planned/forecast trip through substitution) <br /> The values in Table 4 become the mode-of-travel assumptions for subareas and the City <br /> Planning Area and provide the modal assumptions for the maintaining concurrency. <br /> Mode-of-travel assumptions define the desired performance level for various travel modes • <br /> in each planning subarea, based on the investment strategy, but do not prescribe differential <br /> levels that may be appropriate on specific routes or in travel corridors. To address the <br /> variations in route function among the City's travel routes, route-specific assumptions <br /> could be established through more detailed planning, following adoption of the <br /> Comprehensive Plan. These more specific assumptions could establish the appropriate mix <br /> of modes necessary to serve the purposes of the specific land use and circulation <br /> environments planned along the route, and would assist in design and allocation of <br /> transportation resources to projects and programs. Route-specific assumptions would <br /> match the proposed land use purposes along the route with the type and expected <br /> performance of the routes themselves.
