The investment strategy assumes the expansion of transit service, investments that improve <br /> access to the transit system, non-motorized facilities, and demand management programs <br /> that may require participation in alternative travel mode programs. The development of <br /> alternative-mode investment proposals is significantly affected by the establishment of <br /> mode-of-travel policies and participation assumptions. Higher participation rate <br /> assumptions are reflected in vehicle demand forecasts and result in moderating the levels of <br /> congestion remaining on the system in 2012. <br /> Objective # 1: Principles, Commitments and Policies <br /> Overall Objective: Plan, finance and maintain a multi-modal transportation system <br /> that provides expanded travel opportunities for transit,pedestrian, bicycle and <br /> ridesharing while accommodating private automobile use and supporting economic <br /> development nithin the community. <br /> Planning Principles and Commitments: <br /> (I) Expand local bus service to meet both inter-area commuter and mid- <br /> day demand and act as a feeder to regional light and commuter rail <br /> services <br /> (2) Support the development of a regional rapid rail and complementary <br /> commuter rail system serving Paine Field and the CBD <br /> (3)Expand pedestrian and bicycle facilities to provide both a non- <br /> motorized option for accessing transit facilities and to get to activity areas <br /> without driving <br /> (4) Support a moderate expansion of vehicular systems to allow the <br /> continued use of the automobile, but with an emphasis on pedestrian <br /> safety, convenience and amenities <br /> (5)Maintain adequate vehicular access to and mobility within centers of <br /> economic activity, including Port and industrial areas <br /> (6)Maintain the transportation system in a safe and serviceable condition <br /> Policies: <br /> Implement the Comprehensive Plan <br /> l.a. Integrate land use and transportation planning and implementation decisions to ensure <br /> that the transportation system supports the city's land use vision and planned land use <br /> supports the preferred transportation system. <br /> Demand Management <br /> 1.b. Work cooperatively with employers to implement programs that will reduce the use <br /> of single-occupant vehicles and vehicle-miles traveled to and within the City, through a <br /> T-18 <br />
