I <br /> requirements that affect project costs, revenues and implementation. These estimates may <br /> be either high or low depending upon the outcome of more detailed engineering and <br /> analysis. They should be viewed as order-of-magnitude estimates that provide a general <br /> dimension for the investment that is needed under this Plan. They provide a usable <br /> estimate suitable for planning purposes and for matching equally broad estimates of <br /> forecast revenues. <br /> The Plan presents an allocation of estimated available transportation resources matched to <br /> planned improvements which are scheduled over the planning period. Without this <br /> estimate of affordability and timing, the Plan would provide only conditional acceptance to <br /> development proposals, subject to future tests applied as each new development permit is <br /> received; the Plan would have very low long-term predictability. With the general <br /> estimates of costs, revenues and timing for construction, as required by the Growth <br /> Management Act, the Plan predicts the acceptance of those development permits that are <br /> consistent with its policies. While this does not assure permit approval for specific <br /> development proposals because of other procedural steps (including environmental review), <br /> it greatly increases the level of the Plan's predictability. <br /> The lists of projects and programs in the following tables represent the types and general <br /> characteristics of the improvements that will eventually gain detail and appear in the <br /> Transportation Investment Strategy that will be put into place following Plan adoption. A <br /> more detailed listing of conceptual investments and their descriptions will be prepared for <br /> the investment strategy(following Plan adoption). This more detailed listing is expected to <br /> be in phases, with the near-term phase (the next 6 years)in relatively refined detail, and <br /> longer-term phases in relatively general detail. The initial six-year investment program is <br /> included in the Plan as a recommendation but must undergo further review and refinement, <br /> including consensus among affected jurisdictions on cost responsibility and timing. <br /> 111 Vehicle Capacity Improvements <br /> Introduction <br /> The Preferred Plan provides new vehicle capacity improvements in key travel corridors. <br /> These improvements are needed to assure continued vehicular mobility for both people and <br /> goods. <br /> Freeway capacity <br /> The Plan proposes one new general purpose interchange at SR-99 and SR-525 (Mukilteo <br /> Speedway). This interchange is provided in conjunction with the overall improvement of <br /> the SR-525 corridor, extending from the Swamp Creek Interchange in Lynnwood to SR- <br /> 526. The addition of southbound lanes to SR-525 south of SR-99 will add freeway vehicle <br /> lane capacity to this segment of the route. Additional ramps will be added at SR-526 and <br /> I-5, at 41st and I-5 and at SR-2 and I-5. An unfunded interchange is proposed north of <br /> Everett on I-5 providing direct access to Smith Island. No additional freeway lane capacity <br /> is proposed, consistent with the State's Multi-Modal Transportation Plan. Approximately <br /> I <br /> 1P-31 <br />
