I <br /> 40%of freeway lanes will exceed capacity during peak periods in 2012. This will be an 110 <br /> unmitigated impact of the Plan. <br /> 111 <br /> Arterial capacity <br /> The arterial system will be improved in several key areas. New arterial capacity is added in 1 <br /> the SR-525 corridor, providing needed system capacity from the Southwest Everett and <br /> Mukilteo areas to origins and destinations to the south. This $71 million corridor <br /> improvement includes nearly $10 million in Boeing 777 Expansion mitigation funds. I <br /> To facilitate goods movement in the Port of Everett area, the Marine View Drive corridor <br /> will be upgraded and capacity added in key areas, including revisions to the interchange <br /> with Broadway. An extension of Everett Ave into the Port area will improve direct east- <br /> west access. Several arterials will be widened to add primarily local capacity. These <br /> include 100th Street, 75th Street, 112th Street, 7th Ave, SR-527, and 41st Street. Each of <br /> these routes represent critical system links which must be expanded before 2012 to assure <br /> proper circulation of people and goods. With all arterial improvements in place the system <br /> will continue to experience severe congestion on about 18%of the lanes miles in the <br /> system in 2012, where generalized lane capacity will be exceeded during peak periods. <br /> This congestion is an unmitigated impact of the Preferred Plan. <br /> I <br /> Regional High Occupancy Vehicle System <br /> Introduction <br /> The Statewide Multimodal Transportation Plan, Vision 2020 and the Regional Transit Plan <br /> identify a regional system of high occupancy vehicle facilities throughout the area that <br /> encourage ridesharing and improve transit performance. The Preferred City Plan relies <br /> upon this system to create demand for additional use of these other modes of travel and <br /> thereby reduce the rate of increase for vehicle capacity. I <br /> HOV on the freeway <br /> The Plan proposes HOV lanes on I-5 to Marysville at an estimated cost of$150 million. <br /> This HOV facility is expected to be completed to the downtown Everett interchanges by <br /> 2012. HOV lanes are proposed by the State on the SR-2 Trestle and a reversible HOV <br /> lane is proposed for SR-526. These improvements are subject to State and Federal I <br /> funding and do not include City participation. With 67%of freeway lanes congested <br /> during peak periods (in 2012 under the Preferred Plan)these HOV facilities are expected <br /> to be used extensively. I <br /> HOV improvements at interchanges <br /> In order to provide preferential access to the freeway HOV system, improvements are I <br /> proposed at several key interchanges. These improvements will allow transit and <br /> ridesharing vehicles to access the system ahead of general purpose traffic. Improvements <br /> to the SR-96/I-5, SR-526/Evergreen and SR-526/I-5 are all scheduled within the planning <br /> period. The SR-99/SR-525 interchange, included in the SR-525 corridor improvements 11111 <br /> will also include HOV features since this corridor will accommodate HOV. <br /> T-32 , <br />
