HOV access via arterials <br /> Several local arterials will provide HOV access to the regional system. In some cases this <br /> access will be provided only at the approaches to the regional system. An exception is the <br /> Airport Road/ SR-96 arterial HOV corridor that will link the I-5 system with SW Everett <br /> (Planning Area 3) as well as the Silver Firs area(Planning Area 6). A significant part of <br /> the Airport Road segment is in operation today with both permanent and interim facilities. <br /> The key segment approaching I-5 and the interim configuration near Paine Field are <br /> proposed for completion as permanent HOV routes by 2012. Other HOV features on <br /> several more arterials are included in multi-modal arterial corridor treatments, discussed <br /> below. <br /> Park and Ride lots <br /> The present park and ride system is proposed for expansion. About 1,500 new spaces <br /> costing some $8 million are proposed within the Planning area. These facilities are being <br /> jointly planned by the City, Community Transit and the State. The expansion will occur at <br /> existing park and ride sites and at several new sites, some of which have not been <br /> specifically located. The new capacity will serve both long-distance commuters as well as <br /> those with both origin and destination within the Planning Area. Primary emphasis is on <br /> medium to long distance commuters. Park and ride capacity is proposed in conjunction <br /> with Everett's new multi-modal center located east of the downtown area. <br /> Regional Transit Systems <br /> Introduction <br /> The regional transit system investments are an important long-range feature in the <br /> Preferred Plan. Changes in travel behavior, that are assumed in the Plan as necessary to <br /> support the land use concept, are dependent upon the installation of these important system <br /> components. Anticipation of this type of transit investment is expected to affect the type, <br /> density and timing of private land use decisions in a way that supports the Preferred Plan. <br /> The regional transit system includes commuter rail and regional light rail to Everett, <br /> including inter-modal/multi-modal stations and cross-sound connections. Their timing will <br /> be determined by voter-approved funding. The total investment by 2012 is expected to <br /> exceed $140 million or nearly 20%of total system costs. <br /> Light rail system <br /> The regional light rail system will eventually connect downtown Everett with Seattle, <br /> Bellevue and Tacoma. The current strategy for financing and constructing the system will <br /> not result in a connection to the downtown Everett area until after 2012. However, some <br /> part of the Everett Planning Area could receive service within the planning period. In the <br /> interim period, other transit service would replicate the regional service concepts. About <br /> $115 million is expected to be expended on the light rail system within the Planning Area <br /> by 2012. The influence of this expenditure is likely to have a significant impact on land <br /> use decisions as reflected in the Preferred Plan. <br /> T-33 <br />
