effectively tie proposed mixed-use pedestrian-friendly land use development with <br /> supporting multi-modal transportation investments. <br /> Arterial treatments <br /> Improvements to transportation facilities and services in certain designated high-travel <br /> arterial corridors are to be designed to be less auto-dependent and to offer more <br /> competitive environments for walking, bicycling or riding transit. Currently these corridors <br /> are now designed, with minor exception, exclusively for auto access. Improvements will be <br /> designed to accommodate all modes of travel, with particular attention to safety and <br /> convenience for foot, transit and non-motorized traffic. Evergreen Way, North Broadway, <br /> SR-99, Everett Mall Way and Hewitt Ave have been designated as multi-modal corridors. <br /> This program commits $36 million, $20 million of which is prior to 2012, toward its <br /> implementation. Each corridor displays unique land use and transportation requirements <br /> that demand specific design solutions. Separate corridor designs will be developed and <br /> approved by local residents and businesses prior to full implementation of this concept. In <br /> the interim period the principles of multi-modal balance will be applied to any projects that <br /> are designed and built before the appropriate corridor plan is completed. <br /> Sidewalks and bicycle facilities <br /> A system of non-motorized facilities is planned. Currently, less than half of the Planning <br /> Area streets have sidewalks or safe space for non-motorized travel. The investment <br /> strategy will focus on key access points to multi-modal corridors and on the establishment <br /> of an overall non-motorized circulation system. A separate functional plan for non- <br /> motorized travel will be prepared and approved by local residents and businesses. The <br /> Plan commits $6 million separately for pedestrian and bicycle facilities. It also includes a <br /> portion of the $8 million neighborhood traffic mitigation program, a portion of the $10 <br /> million transit support facilities program and a portion of the $20 million multi-modal <br /> corridor program. Dependent upon the outcome of specific designs and plans, the total <br /> commitment to pedestrian and bicycle facilities from transportation programs could exceed <br /> $15 million, not including projects proposed in the separate Park Plan(available under <br /> separate cover) which addresses recreational non-motorized needs. <br /> Neighborhood Traffic Mitigation Program <br /> The neighborhood traffic mitigation program is focused primarily on safety, noise and <br /> convenience issues. This program provides specifically tailored spot improvements that are <br /> intended to minimize the adverse effects of traffic within neighborhoods. This program <br /> commits $8 million over the planning period to this purpose and requires the involvement <br /> and concurrence of each neighborhood to identify specific problems and/or projects. <br /> Transportation System Management <br /> The existing network essentially represents the available transportation system for <br /> accommodating travel in 2012. Few additions or capacity improvements to the network <br /> are proposed in the Plan, making system operating efficiency a key strategy for <br /> accommodating the significant increases in travel demand that are forecast. <br /> T-35 <br />
