Level of Service Standard <br /> The Preferred Alternative reflects Everett's willingness to accept its fair share of regional <br /> growth with limited financial resources, and its desire to change the present patterns of <br /> travel behavior to fit a new vision for the city that is characterized by a better balance <br /> among modes of travel. Mode-of-travel assumptions (Table 2) reflect anticipated changes <br /> in travel behavior by 2012 that result from the transportation investments that are matched <br /> to the land use vision. Peak period roadway congestion will increase over present levels. <br /> Congested conditions establish a performance "floor" or level of service standard for the <br /> road system. This standard is expressed in terms of system capacity as represented by <br /> arterial roadway lane mileage exceeding generalized capacity during peak periods within <br /> each of the six planning subareas. The horizon year(2012) condition, as shown in Table <br /> 3, also reflects the long-term unmitigated impact of adopting the Preferred Plan with <br /> limited financial resources and a significant increase in growth. This condition is the 2012 <br /> level-of-service condition, reflecting a deterioration in performance compared to the <br /> present (see Figures 2, 3 and 4). Table 4, below, establishes conditions for the first six <br /> year period (1994-2000) and will represent the level of service standard for this initial <br /> period. The mode choice assumptions for this first six year period are assumed to be at <br /> existing levels (see Table 2).
