Design and Plan Consistency Review Process <br /> The Transportation Element establishes the improvement concept and policies that will <br /> support the Preferred Plan. The concept and policies require a close and continuous <br /> relationship between transportation projects that are prioritized, funded, designed and built <br /> by the City — and the Comprehensive Plan's long-range vision for Everett. In order to <br /> assure this relationship is properly established and maintained, an annual review of planned <br /> projects, their appropriate design and consistency with Comprehensive Plan policies is <br /> proposed. This review centers on the Planning Commission, with its broad responsibilities <br /> for overseeing the development and implementation of the Comprehensive Plan. The City <br /> will formally establish a new process for reviewing, prioritizing, designing, financing and <br /> overseeing the completion of transportation system projects and programs. This new <br /> process will identify departmental roles and responsibilities and will be designed to provide <br /> a clear relationship with, and commitment to, the implementation of the Comprehensive <br /> Plan. The new process will be established within six months of Comprehensive Plan <br /> adoption. <br /> Concurrency Management <br /> Introduction <br /> The application of concurrency for transportation assures that improvements and programs <br /> for accommodating planned growth are provided as development permits are issued. The <br /> concurrency strategy balances three primary factors: available financial resources; <br /> acceptable transportation system performance conditions; and the community's long-range <br /> vision for land use and transportation. The City has identified probable financial <br /> capabilities, anticipated system performance conditions (level of service) and a roster of <br /> transportation investments and programs that implement the Comprehensive Plan.
