PACE 3/4 <br />MAY-e5-98 15.35 FROM,EVERETT PLANNING DEPT ID,425257e742 <br />I� <br />PLANNING DIRECTOR DECISION <br />REVIEW PROCESS IW 1047 <br />The City of Everett Planning Director grants approval of a request by Western Wireless to <br />place a wireless communication facility consisting of three sector antenna aray(6'X6' <br />panels) and electronics equipment cabinents mounted on the roof of the Wall Street <br />Building at 2930 Wetmore Avenue with the following conditions: <br />Detailed drawings shall be submitted and reviewed by the City of Everett Facilities <br />Department for compliance with the lease agreement. <br />2. Obtain a building permit. <br />The Planning Director approved the request based on the following: <br />SeLiion 41.150.8 requires a proposed special property use with less than 25% expansion <br />to be evaluated under Review Process JIB. Review process II.B involves a written <br />decision by the Planning Director to "...approve, disapprove, or approve with conditions <br />the use proposed by the applicant' (Section 42.100.8). <br />The proposed use must be evaluated per the following genera! and specific criteria as <br />required by Section 41.150.0 8 D of the City of Everett Zoning Code: <br />13 <br />The need of the neighborhood, district, or city for a proposed special property use. <br />Findings: There is a rapid expansion of the wireless phone industry which requires <br />that new sites be added to meet the increased capacity of the system. The <br />proposed facility will greatly enhance the cellular coverage In downtown Everett. <br />Conclusions: There is a need for increased wireless communication capacity. <br />The adequacy of streets, utilities and public services required to serve a proposed <br />use. <br />Findings: Wetmore Avenue has been improved to city standards. <br />Conclusions: The streets, utilities, and public services are adequate to serve the <br />proposed use. <br />The impact of traffic generated by the proposed use on the surrounding area, <br />pedestrian circulation and public safety; and the ability of the proponent to mitigate <br />such potential impacts. <br />Findings: Only one vehicle trip every month will be generated. <br />Conclusions: There will be no significant traffic impact. <br />4. The provision of adequate off-street parking, on -site circulation, and site access. <br />
