I met with Bill Belshaw, the owner, last week at the site. Both of us
had received independent calls regarding the work on the building enclosure. One of the phone calls was from the
public and one was from Bill's own independent inspector. Bill is very agreeable about getting what needs to get done
underway, but ha.:to make a choice about how he wants to proceed with additional documentation required for the
building permit.
Typically,we would collect this information before the permit is issued, but in this case,we are taking care of it after the
permit was issued. Going forward,we will make some changes tour building enclosure worksheet so that this
situation is unlikely to happen again.
Meg
From: Meg Haley
Sent:l'hursday, November O5, 2009 10:49 AM
To: 'wtbelshaw@comcast.neY
Cc: 'feliciano.mangulabnan@bnharch.com'; Steve Miller; Kirk Brooks
Subfect: Additional information required for pertnit B0908-035 for 2112 Rucker Avenue to comply with RCW 64.55
Bill,
You and I were both alerted last week that the building permit record file may have been incomplete in regards to
documentation required for RCW 64.55. After researching the file, it is incomplete. The worksheet was not certified by
the person applying for building permit.
RCW 64.55.020(1: "...If construction work on a building enclosure is nol rehabilitative construction because the cost thereof
is nol more than five percent of ihe assessed value of the building, then the person applying for a building pertnit shall submit
to the building department a letter so certifying"
In order to proceed with work under the building permit issued on 10/5/2009, more documentation is required to be
collected by the building department. Please let me know which one of these three options you would like to complete.
1. 7he valuation of work being done to the building enclosure (see below for definition of building enclosure)
should be filled out and signed by the owner of the building,or the owner's authorized agent. If that is how you
would like to proceed, it is best to come into our offices so we can update the permit file with a signed
worksheet, in lieu of the letter certification required by RCW 64.55. Please let me know, so that I can make the
appropriate changes to the worksheet to facilitate this certification.
a. It is important to note that the valuation of the work being done to the building enclosure would include
any work being done to the enclosure, reRardless of whether our iurisdiction or the buildinQ code
requires a permit for that work.
. If the valuation of the work exceeds 59'0 of the Snohomish County assessed value of the building,it is defined as
rehabilitative construction, and an architect, licensed by the State of Washington, is required to submit drewings
for building permit of the details of the work being done to the building enclosure.
a. Additionally, the architect is requireJ to sign a written certification on the building enclosure drawings
that states they comply with the requirements of RCW 64.55,to the best of their professional judgment,
1 I1I` 1
