Exhibit A <br /> County Responsibilities <br /> A. The County shall inspect,maintain,repair,and monitor the drainage pond and toe ditch <br /> as required under Section 3.2 of the"Interlocal Agreement between Snohomish County <br /> and Diking Improvement District 5 Concerning Construction and Post Construction <br /> Commitments Relative to the Smith Island Restoration Project." <br /> B. As required under Section 3.2 of the "Interlocal Agreement between Snohomish <br /> County and Diking Improvement District 5 Concerning Construction and Post <br /> Construction Commitments Relative to the Smith Island Restoration Project" the <br /> County shall manage rainfall, seepage, and groundwater occurring interior to the <br /> setback levee representing a rainfall depth up to the 100-year recurrence interval for <br /> durations listed in Table 1 up to 72 hours, such that the water level in the west tidal <br /> channel does NOT rise above elevation -0.6 feet NAVD88 for more than 24 hours in <br /> any one storm or high water event over 14 feet NAVD88.Rainfall depths shall be based <br /> on the National Weather Service gauge in Everett, Snohomish County(KPAE). <br /> Table 1: 100-year Precipitation Depths <br /> Storm Duration (hours) Depth (in) <br /> 6 1.85 <br /> 24 3.40 <br /> 48 6.00 <br /> 72 6.25 <br /> C. In anticipation of a 100-year flood event and other significantly high rainfall and tide <br /> events the County shall direct the City to draw down the drainage pond to an elevation <br /> of-2.14 feet NAVD88 by pumping or draining. The City shall continue to operate the <br /> pump as directed by the County during these events. Such events include: <br /> 1. 100-year Precipitation Depths are provide in Table 1. <br /> 2. Significantly high rainfall events shall include 5.00 inches of rain in 72 hours. <br /> 3. Significantly high tide events shall include high tide predictions over 11.0 feet <br /> NAVD88 and low tide predictions over 6.0 feet NAVD88 based on the NOAA at <br /> the Everett, WA gauge (9447659). <br /> D. As required under Section 3.2 of the "Interlocal Agreement between Snohomish <br /> County and Diking Improvement District 5 Concerning Construction and Post <br /> Construction Commitments Relative to the Smith Island Restoration Project,"prior to <br /> anticipated 100-year event identified in Table 1 above, or other significantly high <br /> rainfall and tide events, the County shall request the City to draw down the drainage <br /> pond to -2.14 feet NAVD88. The County will make these draw-down requests by <br /> contacting the City's dispatcher at 425-257-8821 and emailing the City operations <br /> representative. The County will strive to provide up to 48-hour notice. <br /> E. The County may pursue and complete any Pump Station improvement project that the <br /> City may not have the capacity or time demands to complete.
