b. Tree protection ar as shall be added and clearly labeled on all applicable site development and <br /> construction drawings submitted to the department. <br /> c. Temporary construction fencing at least thirty inches tall shall be erected around the perimeter of <br /> development and construction. <br /> d. No clearing,grading,filling or other development activities shall occur within the tree protection <br /> ar a, except where approved in advance by the department and shown on the approved plans for the <br /> proposal. <br /> e. No vehicles, construction materials, fuel,or other materials shall be placed in tree protection areas. <br /> Movement of any vehicles within tree protection areas shall be prohibited. <br /> f. No nails, rope,cable, signs, or fencing shall be attached to any tree proposed for retention. <br /> level of protection will be provided. <br /> E. Required Fencing Signs. <br /> 1. A temporary construction fence shall be placed along the construction setback line to prevent <br /> encroachment during construction. Except for utility and road projects, the city shall require any <br /> development proposed on a lot which contains or adjoins a wetland to provide a permanent fence or <br /> other structural protection at the edge of the wetland buffer to minimize encroachment into and <br /> disturbance of the wetland and buffer ar a after construction. Fencing shall be split rail or an alternative <br /> approved by the planning director. Fencing must be installed in a manner that allows continuous wildlife <br /> habitat corridors along critical fish and wildlife areas. <br /> 2. The city may require the applicant to provide informational signs in conspicuous locations on the <br /> fence or near the wetland to identify the wetland as a critical area and the importance of maintaining it <br /> in a clean and undisturbed condition. Such signs shall meet the requirements for incidental signs as <br /> specified in Chapter 19.36 of this title. <br /> D. ;--Where wetland functions have been improved due to voluntary implementation of an approved <br /> stewardship, restoration and/or enhancement plan that is not associated with required mitigation <br /> or enforcement, the standard wetland buffer width shall be determined based on the previously <br /> established wetland category and habitat score as documented in the approved stewardship and <br /> enhancement plan. <br /> Section 15. Section 12 of Ordinance 2909-06, as amended, (Zoning Code, Critical Areas, EMC <br /> 19.37.120), is hereby amended as follows: <br /> 19.37.120 Wetland Alteration Thresholds and Compensation . <br /> A. Preservation and Protection Goals. It is the short term goal of this chapter that there be no net loss <br /> of the acreage or functions and values of all wetlands regulated by this chapter.The long term goal is a <br /> net gain in functions and values.To r alize wetland preservation goals,the city will require the following <br /> methods of wetland impact mitigation in order of preference: <br /> 1. Avoid impact altogether by not taking a certain action or parts of an action; <br /> 2. Minimize impact by limiting the degree or magnitude of the action and its implementation by using <br /> appropriate technology, or by taking affirmative steps to avoid or reduce impact; <br /> 3. Rectify the impact by repairing, rehabilitating or restoring the affected critical areas; <br /> 1. Reduce or eliminate the impact over time by prevention and maintenance operations during the life <br /> of the actions; <br /> EMC Title 19.37 (Critical Areas) Page 34 <br />
