Ted Budden <br /> From: Ted Budden <br /> Sent: Thursday, September 03, 2015 12:15 PM <br /> To: Cynthia Keirsey <br /> Cc: Kevin Fagerstrom;Tony Lee <br /> Subject: 915 Wall Street <br /> Cindy, <br /> Here is a report I have prepared based on the Building and Electrical Inspections conducted with you 9/1/2015 for the 4 <br /> unit apartment located at 915 Wall Street. <br /> Baseboard type electrical heaters are installed throughout the building as the primary source of heat. Many of these <br /> heaters are damaged, unsafe and should not be used. Some of the baseboard heaters are installed under electrical <br /> outlets,this is an unsafe condition in violation of the manufactures instructions and in violation of code. <br /> Electrical outlets were observed in numerous locations to be missing trim covers. Hot water heaters were observed to <br /> be incorrectly wired. Apartment unit#3 has an electrical panel with missing dead front and an electrical circuit breaker <br /> installed that is oversized for the kitchen range and cooktop. Circuits were observed to be overloaded with portable <br /> appliances including medical equipment,fans, heaters,TV's, lights, etc. <br /> These Electrical conditions and defects are violations of adopted codes and are defined as Unsafe Equipment per section <br /> 108.1.2 of the IPMC. <br /> Two hot water heaters installed in the upper floor area of the building are installed incorrectly in an unsafe manner.The <br /> heaters have incorrectly installed temperature and pressure relief lines and other defects. A temperature and pressure <br /> relief valve on one of the tanks is severely corroded.The main shut off valve serving the tanks is corroded and leaking. <br /> Rodent droppings were observed on top of the water tanks. See 302.5 IPMC. <br /> Sink drains in some locations have been leaking, bowls and containers were observed to be placed to capture the waste <br /> water. <br /> Laundry equipment serving this building is not installed in a safe and suitable manner. Plumbing serving the laundry <br /> appliances lack pipe traps. Leaks were observed in the waste water piping.The dryer is not ducted out of the building. <br /> The appliances are installed in a room that leaks when it rains and becomes flooded. <br /> These defects in the plumbing and mechanical systems are unsafe conditions and violations of adopted Codes. See IPMC <br /> sections: 403.5, 504.1,504.3, 505.4, 506.2, 603.1 <br /> Smoke alarms were missing in some locations as required by section 704.2 of the IPMC and the Fire code.Carbon <br /> monoxide detectors not provided. Windows in many locations were observed to be taped shut or broken.Skylight <br /> glazing was observed to be cracked or broken. <br /> These conditions are violations of sections 304.13, 304.13.2, 304.13.2, and 403.1 of the International Property <br /> Maintenance Code <br /> Deteriorated conditions were observed in other areas throughout the building including but not limited to: Rotting and <br /> deteriorated exterior deck, railings and stairways, rotted, deteriorated walls and structure at common laundry room. <br /> Rotted deteriorated columns and porch structure at front of building. Rotted thresh holds and flooring at entry doors. <br /> Portions of the main structure was observed to be rotted at exterior corners and other locations.These conditions are <br /> violations of sections 304.1.1, 304.2, 304.4 304.6 304.10 of the International Property Maintenance Code. <br /> 1 <br />
