Cameron I. Johnston, Respondent, is the owner of property at 915 Wall Street, <br /> Everett, Washington (property). The property is in an R-4 Multiple Family High <br /> Density zone as established by the City of Everett. (Exhibit#12, Snohomish County <br /> Assessors Record dated November 13, 2015 with structural information) (Exhibit <br /> #13, Go Sync Maps) <br /> 2. On August 19, 2015, Steve Goforth, City of Everett Fire Department Inspector, <br /> conducted an inspection of the property as a follow up from a previous Fire <br /> Department correction for improperly stored combustibles and holes in the <br /> sheetrock. While on site Inspector Gorforth observed and photographed the <br /> following conditions: <br /> a. Combustibles were stored against the rear wall of the residential fourplex <br /> structure on the property. <br /> b. The occupied residential fourplex structure lacked required smoke detectors. <br /> c. There were missing wall plates for electrical outlet boxes. <br /> d. The sheetrock inside the units had holes in it. <br /> e. The baseboard heaters in some of the units did not work. <br /> f. The front porch and deck had rotting boards. <br /> g. The whole residential fourplex structure appeared to be leaning. <br /> h. There was a four inch flexible pipe attached to the second floor rain gutter that <br /> was draining into the adjacent property. <br /> i. A four inch ferrous pipe was used to connect 915 Wall Street to 917 Wall Street. <br /> j. There were rotten window sills and soffits on the exterior of the residential <br /> fourplex structure. <br /> Inspector Goforth sent an email to the City of Everett Code Enforcement unit with <br /> his observations of the conditions on the property.
