On August 27, 2015, City of Everett Code Enforcement Officer Cindy Keirsey <br /> inspected the property and observed and photographed the following conditions: <br /> a. Junk, trash, furniture, buckets, mattresses, lawn equipment, a vending machine, <br /> miscellaneous household and personal items had been discarded in the yard <br /> and back porch of the residential structure on the property in public view and <br /> the vegetation in the yards exceeded the maximum 12 inches allowed by City <br /> ordinance. <br /> b. The siding underneath a window on the second floor of the residential structure <br /> was rotten and portions were missing. <br /> c. There were broken windows in the structure and the window sills were <br /> deteriorated and paint was peeling. <br /> d. Wooden steps leading to the backyard had broken treads and missing <br /> handrails. <br /> e. The upper deck had rotten plywood floor coverings. <br /> f. A metal pipe under the residential structure extended across the property to an <br /> adjacent property without apparent connection to the rain gutters. <br /> g. The front porch in front of unit#1 had deteriorated floor boards. <br /> h. Baseboard heaters in unit#2 were inoperable. <br /> i. There was no frame and trim around the front door in unit#2. As a result there <br /> were open gaps around the front door. <br /> j. A guardrail outside the front door of unit#2 was missing and there were broken <br /> ballisters. <br /> k. The skylights in the ceiling of the bedrooms of unit#2 were cracked and a light <br /> fixture in one of the bedrooms was inoperable. <br /> I. Glazing on a window in a front bedroom of unit#2 was loose and being held on <br /> with masking tape, <br /> m. There was no landing at the top of the stairs of the attic bedroom of unit#2 and <br /> portions of the handrail and guardrail were missing. <br /> n. A leaky drain pipe was under the kitchen sink in unit#2. <br /> o. An electrical panel was missing a dead front in unit#2 and there were missing <br /> and loose breakers that exposed the buss bars. <br /> p. Standing water was on the common laundry room floor. The tenants had put <br /> plywood down to stand on. <br /> q. The water heaters in the laundry room had improper electrical and mechanical <br /> connections and did not have earthquake strapping or expansion tanks. <br /> r. The exterior wall behind the water heater and laundry sink in the laundry room <br /> was missing. <br /> s.
