'-- <br /> PLANNING DIRECTOR DECISION <br /> Unlisted Use Permit ' ' 7' <br /> Enhanced Services Facility <br /> REV I 17-009 <br /> June 1,2017 <br /> Applicant: J, T.Madison Inc. <br /> PO Box 31609 <br /> Seattle,WA 98103 <br /> Project Location: 6502 Evergreen Way <br /> Everett,WA 98203 <br /> Project Description: Construction of a 16-bed`enhanced services facility' with an additional 3,000 <br /> square feet of ground floor commercial(restaurant or retail), surface parking <br /> and under structure parking of 66 spaces,on-site open space,landscaping and <br /> other site improvements. <br /> Zoning: E-1 MUO,Evergreen Way,Mixed Use Overlay <br /> Project Planner: Teresa Weldon,Planner—425-257-8731 <br /> Unlisted Use Review: Section 2.080.D.2 of the City of Everett Zoning Code allows the Planning <br /> Director to determine whether or not such use closely resembles another listed use within the <br /> same zone. The Planning.Director shall determine whether the proposed use meets the following <br /> Unlisted Use criteria as detailed below. <br /> The proposal meets the criteria as follows: <br /> a. The use resembles or is of the same basic nature as a use or uses expressly <br /> authorized in the applicable zoning district or districts in terms of the following: <br /> i. The activities involved in or equipment or materials employed in the use; <br /> ii. The effects of the use on the surrounding area,such as traffic impacts,noise, <br /> dust,odors,vibrations,lighting and glare,and aesthetic appearance. <br /> RCW 70.97 defines an"enhanced services facility" as a facility that provides treatment <br /> and services to persons for whom acute inpatient treatment is not medically necessary <br /> and who have been determined by the department [Washington State Department of <br /> Health]to be inappropriate for placement in other licensed facilities due to the complex <br /> needs that result in behavioral and security issues. An Enhanced Services Facility(ESF) <br /> provides assisted living needs and care for individuals age 18 and older who are no <br /> longer in active psychiatric treatment and who have been assessed as stable and ready for <br /> discharge. Usually these individuals would be placed in an Assisted Living Facility, <br /> Nursing Home,or an Adult Family Home.In lieu of creating a separate area or"wing"in <br /> those facilities,this would be a stand-alone facility to provide care.These facilities offer <br /> behavioral health treatment,personal care nursing services,medication management <br /> `a:e 1 of <br /> Project#RE -I 19 <br />
