The facility is required to be homelike,feature individual <br /> rooms, common dining areas,recreation areas,lounges,and offices for onsite staff.An <br /> ESF is similar in nature to an Assisted Living Facility,Nursing Home and an Adult <br /> Family Home. An ESF facility requires slightly greater staffing levels,specific training <br /> for staff,and a more secure building environment than an Assisted Living Facility, <br /> Nursing Home or Adult Family Home. At least two staff are on duty in the facility at all <br /> times.DSHS requires these facilities to be fully licensed and built according to the <br /> requirements found in WAC Chapter 388-107..DSHS oversees the facility,the training <br /> and ensures proper staffing levels and security measures are implemented for the <br /> residents. <br /> There are no anticipated increases in traffic,noise,dust,odors,vibrations,lighting and glare <br /> and aesthetic appearance with this use verses an.Assisted Living Facility use. The Assisted <br /> Living Facility parking standard will be applied at one space for every four residents.The <br /> site must comply with the design standards of the E-1 MUO zone. <br /> b. The use is consistent with the stated purpose of the applicable district or districts. <br /> The stated purpose of the E-1 MUO zone is to provide for a variety of retail, office, <br /> service and mixed use activities. Specifically,this zone supports pedestrian-friendly and <br /> transit-oriented development with high quality design standards that improves the <br /> aesthetic character of this arterial corridor. <br /> The E-1 MUO zone does allow for Assisted Living Facilities,Nursing Homes and Adult <br /> Family Homes,which are similar in nature to the proposed use as an Enhanced Services <br /> Facility as described above. The building and site will be required to be designed to meet <br /> E-1 MUO standards. <br /> c.
