Ms. Sabrina Fandler <br />City of Everett <br />Public Works Department <br />Engineering/Permit Services -4-/ June 23, 2016 <br />grading shown on the southeast side of the pond is not feasible and will either result <br />in grading within the NGPE or a smaller than required pond. <br />Response: The grading for the pond has been revised to keep ail pond grading <br />outside of the NGPE line as required. <br />iii. The placement of the MWS units downstream of the detention pond control on this <br />site is unacceptable due to the lack of elevation difference between the primary <br />outlets and the invert elevation of the downstream drainage system. As located, the <br />MWS units will create backwater effects that will reduce the effective head on the <br />primary orifices of the flow control structures and unacceptably alter the stage - <br />discharge relationship of the restrictor units meaning that the pond will overflow more <br />often than is allowable. <br />Response: The design has been revised and the MWS unit is now located upstream <br />of the pond. <br />iv. The off -site analysis must also address overflows to the Seaway Blvd drainage <br />system, from the point of entry to the discharge to Powder Mill Creek <br />Response: The storm drainage report has been revised to included additional <br />analysis as requested. <br />c. Please seethe highlighted portions of the attached City's PAD for SEPA16-006 to identify <br />additional information required to address drainage -related requirements for this project. <br />Res onse: Comment acknowledged. The plans have been revised accordingly. <br />3. The comments below were generated from this project's Traffic Reviewer. Per the Planned Action Determination for SEPA16-006, Other Requirements Section for <br />Public Works, item #15, the maximum driveway width shall not exceed 35'. In order for <br />this larger width to be approved, please submit an engineering analysis for justification to <br />support a wider driveway. An AutoTurn analysis or similar, showing both the 35' <br />driveway situation as inadequate and the proposed wider driveway width should be <br />submitted with your revised plans, and should be accompanied by a brief narrative <br />explaining both situations. <br />Response: An AutoTurn exhibit has b en prepared provide justifi ationnffor the need <br />for wider driveways for the project.
