EVERETT <br /> WASHINGTON <br /> ORDINANCE NO. 3680-19 <br /> AN ORDINANCE updating the Shoreline Master Program and removing the Shoreline Land <br /> Use Element from the Comprehensive Plan, amending Ordinance Nos. 2600-02 and 2021-94, as <br /> amended. <br /> WHEREAS,the Shoreline Management Act requires coastal cities and counties to develop and <br /> administer a Shoreline Master Program (SMP); and <br /> WHEREAS,the City of Everett first adopted a SMP in 1976, which was last amended with an <br /> effective date of July 11, 2016; and <br /> WHEREAS, RCW 90.58.080(4) requires the City of Everett to review and, if necessary, revise the <br /> SMP on or before June 30, 2019; and <br /> WHEREAS,the review process is intended to bring the SMP into compliance with requirements <br /> of the act or state rules that have been added or changed since the last SMP amendment, <br /> ensure the SMP remains consistent with the comprehensive plan and development regulations, <br /> and incorporate amendments deemed necessary to reflect changed circumstances, new <br /> information, or improved data; and <br /> WHEREAS,the Growth Management Act, RCW 36.70A.580, provides that the goals and policies <br /> of the SMP shall be considered an element of the City's comprehensive plan, and the other <br /> portions of the SMP shall be considered part of the City's development regulations; and <br /> WHEREAS, a Shoreline Public Participation Plan was prepared and followed to ensure early and <br /> continuous public outreach and key stakeholder involvement in the periodic review of the SMP, <br /> including the formation of a 15-member Shoreline Advisory Committee; and <br /> WHEREAS,the Shoreline Advisory Committee met five times in 2018, maintained a project <br /> webpage, and hosted a community meeting to share the proposed future vision for shoreline <br /> areas as well as gather public input; and <br /> WHEREAS, the City of Everett used the Washington State Department of Ecology's checklist of <br /> legislative and rule amendments to review amendments to chapter 90.58 RCW and state <br /> guidelines that have occurred since the last comprehensive update of the SMP and to determine <br /> if local amendments are needed to maintain compliance in accordance with WAC 173-26- <br /> 090(3)(b)(i); and <br /> 1 <br />
