ORDINANCE No. ,57- 14 AN ORDINANCE providing for the : levy and collection. of excise taxes pursuant to Chapter 35. 95 of the Revised Code of Washington upon persons within the 1 City of Everett; limiting the use of the proceeds therefrom to the operation , maintenance, and capital 2 needs of the Everett Transit System; amending Section 2 of Ordinance No. 45-69 of the City of Everett, 3 and declaring an emergency to exist. 4 5 THE CITY OF EVERETT DOES ORDAIN: 6 Section 1: That Section 2 of Ordinance No. 45-69 is hereby 7 amended to read as follows : 8 "Beginning with the month of January 1 , 1975 , there is hereby levied upon all persons within the City of 9 Everett who are served and billed by the City for any one or more public utility services owned and 10 operated by the City excise taxes in the amounts and in the manner as follows : 11 A. On each person for each housing unit in- 12 volved the sum of $0. 75 per month. Where any structure, building, or portion thereof 13 contains one or more housing units involved and the occupants or tenants thereof are not billed 14 for any public utility services furnished by the City to such unit or units, the person who 15 is billed for such service or services shall be deemed to be served and billed therefor, and shall 16 be billed and pay the monthly excise tax as herein levied and provided for on each and every 17 housing unit or units; provided, however, such amount so billed and collected shall not exceed 18 90% of the total excise tax as above provided for and levied for such housing unit or units, 19 which is the average percentage of occupancy in housing units within the City of Everett. 20 B. On each person for each commercial unit in- 21 volved the sum of $0. 75 per month. Where any structure , building or portion thereof 22 contains one or more commercial units involved and the occupants or tenants thereof are not 23 billed for any public utility services furnished by the City to such unit or units, the person 24 who is billed for such service or services shall be deemed to be served and billed therefor , and 25 shall be billed and pay the monthly excise tax as herein levied and provided for on each and 26 every such commercial unit or units; provided, however, such amount so billed and collected 27 shall not exceed 90% of the total excise tax as above provided for and levied for such housing 28 unit or units , which is the average percentage of occupancy in commercial units within the 29 City of Everett. 30 31 32
