1 <br /> 1 C. On each person having employees the sum of <br /> $0. 25 per employee per month; provided, however, <br /> 2 that the total sum payable by each person having <br /> 3 employees shall not exceed $2 , 500. 00 per month. <br /> In the event that any person shall be subjected to more than <br /> 4 one levy of the excise tax under the definitions and provisions <br /> 5 hereinabove set forth in this section, such person shall be <br /> liable for only one excise tax levy, which shall be the highest <br /> 6 tax levy for which he could be held liable. <br /> The excise taxes here in this chapter levied shall be sepa- <br /> rately designated and identified on each taxpayer ' s regular <br /> 7 City utility billing as a tax to be used solely for the opera- <br /> tion, maintenance, and capital needs of the Everett Transit <br /> 8 System, and shall be otherwise billed, collected and accounted <br /> for substantially at the same time and in the same manner as <br /> 9 services for other City public utilities, including the right <br /> of civil suit for the collection thereof as a debt. <br /> 10 All proceeds from such transit subsidy excise taxes and all <br /> revenues from the transit system shall be forthwith paid into <br /> 11 a fund hereby established and designated as the 'Transit Fund. ' <br /> Money so received and deposited in said fund shall be used <br /> 12 only for the operation, maintenance, and capital needs of <br /> public transportation for the City of Everett. If the City <br /> 13 shall cease operation of a transit system, the tax herein im- <br /> posed shall be deemed rescinded as soon as all transit obli- <br /> 14 gations have been met.
